This position is part of the Div of Planning & Research, Bureau of Indian Education (BIE). As a Management Analyst (Policy) you will be responsible for performing research, analysis, development, management, coordination, control and implementation of BIE policies, standards and procedures related to American Indian education.

As a Management Analyst (Policy) GS-0343-13/14, your typical work assignments may include the following under supervision:
  • Identify and develop policies and procedures relating to Indian education programs.
  • Research and analysis of legislative and regulatory requirements, as well as policy history, related to the Bureau of Indian Education (BIE) program(s).
  • Provide guidance and assistance to Director and Chief of Staff, Interior Affairs, and Department of the Interior (DOI) subject matter experts regarding the analysis of Bureau of Indian Education policy needs and develop policies for their programs.
  • Prepare briefing materials and reports for the Director, senior leaders, and program officials using education and policy statistics and data.
  • Review, track, and facilitate the clearance of policy documents, including their distribution and use.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

MINIMUM QUALIFICATION REQUIREMENTS:

GS-13:
One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service that includes: Evaluate and/or provide guidance on the content of new or modified legislation for projected impact upon the agency's programs; Lead detailed analysis of documents within legal framework and/or department context; Lead legal research and apply legal mandates; Develop policy and procedures that impact the way programs are carried out; Experience in interpreting and/or applying Federal regulations, policies, bulletins, directives, Government standards and their relationship to Indian Affairs and/or Bureau of Indian Education programs; Interpret a wide range of legislation, court decisions, and/or precedents applicable to the operation and implementation of programs; Write clearly, succinctly and draft documents that comply with legal frameworks; Express thoughts clearly, concisely, with technical accuracy, and in logical sequence; Clearly communicate progress and any issues; Manage paper records and electronic databases in accordance with Federal Records Act or departmental requirements; Use software such as Microsoft Office suite and/or MS Project Management; Prepare and analysis of spreadsheets, graphics, word processing, databases, and/or project management; Prepare briefing materials and reports.

GS-14: One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. SELECTIVE PLACEMENT FACTOR: In addition to the minimum requirements, the following requirement is determined to be essential to perform the duties and responsibilities of the position. Applicants must possess one (1) year of specialized experience (at the next lower grade level in the Federal Civilian service or equivalent) working for Congress, Tribes, national Native non-profit organizations and/or the Assistant Secretary - Indian Affairs to ensure proper understanding of needed national-level policy reforms to improve Bureau of Indian Education (BIE) customer services to its schools and students.

Only experience and education obtained by the closing date of this announcement will be considered.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required.

CTAP/ICTAP: Department of the Interior (DOI) Career Transition Assistance Plan ( CTAP ) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:
a) At Bureau option, personnel actions listed in 5 CFR 330.606(b);

The Bureau of Indian Education has determined that the duties of this position are suitable scheduled, situational and for emergency telework.
