The extent of our portfolio and the scale of our $10B company ensure that you can take on new challenges and new roles as our business and mission-impact expands.The Senior Director of Proposals-Division Liaison is responsible for understanding and collecting the requirements for the GDIT Intelligence Division. They work directly with the Division Business Development and Capture Vice Presidents to identify upcoming proposal requirements and adequately resource proposals across the Division. They facilitate communication between the business and the proposal staff, work with the proposal leads to assign proposal resources, and provide guidance to the proposal teams during proposal execution. The Senior Director of Proposals/Division Liaison will advocate for the Divisions in the following capacity:Report directly to the VP of Proposals, ensuring "blue" proposals across the DivisionEnsure all proposals are adequately resourced with qualified proposal personnelProactively evaluate opportunity pipeline and work with the proposal leads to de-conflict resourcesAttend all Gate Reviews and other BD/Capture meetings to forecast upcoming requirementsParticipate as a major stakeholder in all Capture and Proposal Strategy reviews and provide oversight and guidance on proposal compliance, and qualityParticipate in all color reviews, ensuring high quality, compliant, compelling proposal responsesMay lead color reviews on large bidsProposal Quality. Director of Proposals is the senior expert in proposal strategy, quality, and compliance and are responsible for ensuring high quality, winning "blue" proposal submissions across the Division.Monitors proposal progress to ensure high quality, compelling, compliant proposals are delivered on time with a high win rateEnsures proposal participants adhere to proposal center best practices and processes, as detailed in eBDP and internal trainingParticipates as a major stakeholder in all Capture and Proposal Strategy reviews and provides oversight and guidance on proposal compliance and qualityParticipates in color reviews, ensuring high quality, compliant, compelling proposal responses and provides detailed feedback to proposal teamsMay lead color reviews on large bidsProactively identifies, resolves and/or escalates issues, as needed, to Proposal and Capture stakeholders to address proposal risksCapture Support and Coordination. Director of Proposals directly supports VP of BD and Capture for the Intelligence and Homeland Security (IHS) Division in all aspects of proposal development, including, proposal strategy, resourcing, development and delivery.Works directly with BD/Capture to develop a detailed understanding of upcoming bids, identify proposal requirements, ensure adequate resources are in place in a timely and efficient manner, and ensure successful execution of all proposal activitiesMaintains a detailed understanding of all opportunities in their Division's pipeline, including work scope, proposal requirements, and unique issues that affect proposal executionAttends all Gate Reviews, Pipeline Reviews, and other BD/Capture meetings to forecast requirements and needs for upcoming opportunitiesParticipates in proposal strategy and color reviews, providing feedback and guidance to ensuring high quality, compliance proposal submissionsReviews division pipeline on a daily/weekly basis and maintains all proposal related information in the appropriate CRM toolActs and the representative to BD/Capture teams on proposal related activities, such as process improvements and other events and changes throughout the proposal organizationProposal Resourcing and Feedback. Senior Director of Proposals ensure all proposals are adequately resourced and provides continuous feedback on personnel performance, process improvements, and modifications to tools, templates, training.Works with Proposal Leads to identify appropriately skilled personnel for deals ranging from millions to multi-billonsProvides feedback to Proposal Leads on personnel assignments and modifies assignments, as needed, to ensure proposal successMay coordinate with other functional areas, such as pricing, contracts, and subcontracts to ensure that resources are in placeEvaluates Proposal and Capture related processes, tools, templates and makes recommendations on modifications, additions, and deletions, as neededIdentifies internal and external training needs, personnel resources, or other organizational gaps and provides feedback to VP of Proposals and Proposal Leads, as neededProvides direction and guidance to proposal teams on processes, tools, templates and training, as needed, for each opportunity**To be considered, candidates must have an active TS/SCI clearance, and a bachelor's degree in a related field (preferably in English, Journalism, Business, Engineering, or Marketing), and Advanced degree preferred.Required Qualifications:Candidates must have a bachelor's degree plus five (5) years minimum related industry experience in large government contracting environments (in lieu of degree, candidates must have nine (9) years of experience);Demonstrated experience managing and developing complex, voluminous proposals for multi-billion dollar opportunities including all proposal volumes (technical, solution, cost, and others).Demonstrated experience developing and applying proposal management artifacts including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others.Demonstrated experience applying the rigor of formal proposal processes in the development of proposals.Possess strong time management and prioritization skills, strong English language skills, excellent attention to detail, and good judgement in decision-making.Advanced MS Word and MS Office skills are required.Desired Qualifications:Strongly prefer 12+ years of proposal management experience mostly with large, complex opportunities of total contract value of at least a billion dollars and often-requiring hardware/software solutions in addition to technical approach and other proposal volumes.APMP certification and/or PMP certificationRelevant experience outside of proposal management (eg, project management, capture management, account management) that enriches proposal management capabilities
