The successful candidate will be ITIL Certified with experience supporting and managing a Site Support team in an Oracle Federal Financials v12 .2 in a federal environment . This program requires a federal clearance and is open to US Citizens and Green Card Holders with no other exception. This project role is being worked remote until the federal Covid Pandemic mandate for telework/remote is lifted - the worksite will be in Rockville MD post pandemic Mon-Fri. This project has an anticipated start date - June 2021 . Position Description: This is a position for a workin g Project Manager/Site Lead with extensive experience in both as a manager and a SME in an Oracle Federal Financials based engagement. Directs the staff to assess the impact, assemble appropriate resources and perform mitigation and resolution efforts. Extensive management, experience and understanding of a complex change management process, system and application development, full testing cycle, implementing business process and systemic changes to meet compliance to legislation, governance, Federal guidance, policies and other similar mandates. Establishing lines and methods of communication to facilitate the successful orchestration and collaboration for a project involving Contractors, Federal employees and managers at various levels within and outside the organization with diverse informational requirements and business needs. Ability to articulate and establish reporting protocols, metrics, forums and documentation to communicate and convey critical as well as routine information to staff within a financial management setting and components and organizations that do business with the organization. Extensive experience in year-end close process in an Oracle Federal Financial environment (12.2.9 or higher) and knowledge of key activities in year-end closing preparation and execution with in-depth understanding of Federal year end closing entries, carry forward, budget roll forward processes, key year-end programs, sequence of year-end closing processes, etc. Responsible for the day-to-day task management, including interfacing and coordinating with customer and employee personnel on activities associated with performing the tasks included in the statement of work. Must act as the Point of Contact with Customer Management team and all Key Stakeholders Must be able to run status meetings and manage status reporting Must provide help and guidance to the customer to institute business processes and procedures Must be able to manage and ensure that all Help Desk Tickets are assigned and worked on within the Service Level agreement parameters to meet client expectations Must be able to manage the consultant team and aid them in assisting users in troubleshooting, diagnosing, monitoring, maintaining and operating the Oracle Federal Financial applications. Must have noted experience managing and providing oversight for the Documentation Process supporting Help desk trouble tickets in the help desk ticketing tool and leveraging the tool to create help desk metrics and frequently asked question guides Must have demonstrated experience with Oracle Federal Financials R12 and O&M Support management experience in three (3) or more of the following areas: Acquire to Retire Cost Accounting Procure to Pay Budget to Report Order to Cost Job Requirements: Must have a bachelor's degree relative to business administration, computer science, information systems or information systems management or a degree with extensive course work in computers. Must have a minimum of 10 years progressive experience working with Oracle Federal Financials and/or providing other relevant information technology support. Must be experienced with working in an Information Technology Service Framework such as the Information Technology Infrastructure Library (ITIL ) framework and have the ability to apply the concepts and methods to a Federal business environment. Must have extensive and comprehensive knowledge and experience managing such activities as the business operations related to the operation of a major Federal financial application and elements within that environment, functional and technical resources, major projects and interfaces in a Federal and mixed system environment, application and database related upgrades, security upgrades and compliance, change management process, Federal and end-user reporting systems and solutions, solution development and business transformation activities and other system support activities in a complex Federal operation. The successful candidate must be experienced with directing staff in efforts to interpret A-123, audit and compliance requirements and assemble requested documentation and samples for activities conducted within the The successful candidate must understand the finance area and related to Oracle Federal Financials and associated business processes. Knowledge and experience managing staff to identify and mitigate high risk projects, critical incidents or systemic defects. Must have demonstrated and prior experience managing, supporting operations or implementation of Oracle Federal Financials on a federal project. Must have excellent communication skills with the ability to explain Oracle issues to management team.
