Job Announcement

Manages capital improvement and real estate development projects from the development lifecycle at the early site identification, master planning, and acquisition phase through due diligence and financing, to design, construction and the turnover to the operations. Responsible for the development process from start to finish with knowledge of process, phases and services involved, including contracting, development agreements, site selection, market analysis, master planning, land use and entitlement process, finance, design and construction and community outreach and engagement. Legal and transactional skills are also beneficial to handle the contracts, agreements, risks and liability elements present in development projects.

P rovides for the strategic planning, project management, and financial oversight in new development projects while maintaining the highest standards of excellence in quality and close coordination with county executive leadership teams and elected officials. Provides strong leadership and problem-solving skills to address challenges and issues that need to be overcome in every development project, and to lead the process so that budgets and schedules are met, and the outcomes are consistent with quality expectations.

Promotes communication, teamwork, and collaboration within the division and with colleagues across the divisions in Capital Facilities. Candidates are expected to have excellent written and verbal communication skills.

Note: Multiple positions may be filled with this recruitment. Starting salary will be determined based on multiple factors, to include but not limited to, candidate’s qualifications exceeding the advertised minimum qualifications, preferred qualifications as determined by the hiring agency, the agency’s available budget, and review of internal equity.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a Bachelor's degree in Urban/Regional Planning, Architecture, Landscape Architecture, Engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Possession of a valid Virginia Professional Engineer (PE) or Architect (RA) license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. A selected candidate licensed in another state will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. 3 years of extensive experience in dealing with public and private partnerships development projects in creating high quality development proposals, conducting comparative analysis of competing development options, and negotiating complex project development agreements.
  2. 3 years of experience managing capital improvement projects and at least 2 years of experience managing real estate development projects.
  3. Significant experience or knowledge of master planning and knowledge of financial transactions at project level.
  4. 3 years of extensive experience managing highly complex building projects and land development projects. Highly motivated, with exceptional communication and team working skills.
  5. Able to work in a fast-paced collaborative team environment, and oriented toward providing outstanding customer service to end users and project stakeholders.
  6. A degree in engineering or architecture is preferred.

PHYSICAL REQUIREMENTS:
Ability to perform field inspections at development sites, project construction sites or potential sites for future facilities. Ability to hear normal construction alarms and verbal warnings on active construction sites. Ability to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.
