The incumbent serves as an Air Traffic Control Specialist in the Air Traffic Safety Oversight Service (AOV). Responsible for implementing, conducting, auditing, and directing work activities required to achieve AOV goals.

The Air Traffic Control Specialist applies experience and comprehensive knowledge of air traffic control procedures and operations as well as FAA programs, regulations, and missions. The position is responsible for using expertise of air traffic operations, processes, and procedures to review and analyze safety data from multiple sources to identify potential safety issues and/or hazards to include emerging and evolving system risk.

The position performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Make recommendations to management to prevent, identify and correct known safety issues. May act as a contributing specialist or as a team lead on large or small work activities. Ensures continued NAS operational safety through the execution of AOV surveillance activities such as audits, assessments, inspections, and approval requests for proposed changes to the NAS.

Monitors all phases of air traffic operations and safety programs and provides inputs to improve system safety.

Investigates, identifies and assesses risk in the national air transportation system so that newly identified hazards and ineffective controls for system-wide safety issues are analyzed and mitigated, and safety performance is measured and managed.

Collaborates with AOV counterparts, AVS colleagues, the Air Traffic Organization (ATO), and external entities.

Provides comprehensive technical advice and guidance to senior level management regarding safety management, regulations, policies, processes and procedures, specifically in identifying safety hazards and risk mitigations in the air transportation system.

Contacts internal and external. Represents AOV to stakeholders internal and external to the agency as a point of contact on projects and programs, and communicates information to all levels. Prepares, reviews, and edits reports for final management approval prior to distribution. Presents briefings to obtain consensus on air traffic policies and procedures. Coordinates significant technical matters with internal and external organizations on behalf of AOV.

Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

Travel Required

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position at the J band you must demonstrate in your application that you have experience as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made.

To qualify for this position at the J payband you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I or FG/GS 13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but is not limited to: Experience leading, reviewing and analyzing safety data from multiple sources to be able to identify potential safety issues and emerging and changing risks and make recommendations to correct or prevent safety issues. Experience using automated platforms, spreadsheets, e-mail platforms and other communication tools to generate reports, facilitate meetings and to create presentations.

Permanent Change of Station (PCS): IAW FAA Travel Policy, fixed rate PCS is authorized. Current Federal government employees (transfers without a break in services) are eligible for fixed rate PCS up to $27K. All other selectee (s) are eligible for a fixed rate PCS up to $10K.

This is a bargaining unit position.
