Responsibilities

This position is located in the Office of Accident Investigation and Prevention (AVP) within the FAA's Aviation Safety (AVS) line of business. Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

The incumbent supports development of the Aviation Safety portion of the FAA Research, Engineering, & Development (RE&D) portfolio and proposed budget request. Supports the Aviation Safety Research and Development (R&D) prioritization Process. Prepares, updates, and publishes the annual schedules. Collects and analyzes prioritization process data including lessons learned and develops new and improved processes and instructions necessary to execute them. Develops numerical and graphical reports for the Aviation Safety R&D Manager and the RE&D Group to use in the prioritization process. Develops the final outputs from the prioritization process used by both the Aviation Safety and the NextGen Lines of Business.

Applies experience and advanced technical knowledge applicable and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.

Analyzes AVS RE&D Group voting trends for statistical biases, inconsistencies, requirements and provides supporting analysis and data. Provides feedback to sponsors related to potential improvement to RE&D requirements. Develops recommendations for the AVS R&D Manager and the AVS RE&D Group regarding prioritization of the to proposed RE&D requirements and the RE&D portfolio.

Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties.

The incumbent develops and executes the tools necessary to track cost, schedule, and deliverable performance for the research projects in the portfolio. Coordinates with FAA Finance to develop reports on project funding plans and status. Coordinates review and update to the monthly budget reports from the FAA Finance Office with the Aviation Safety sponsors and NextGen research program managers. Identifies and documents performs deviations, bringing them to the attention of the appropriate stakeholders, and coordinates the process to reconcile deviations.

Determines obligation rates and maintains cost metrics on each project and budget line. Produces project funding scenarios in response to budget changes from OST, OMB, sponsors, and Congress to present to management for decision on funding distributions across the projects in the portfolio.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes.

The incumbent performs as the site administrator for the Aviation Safety RE&D Management System Knowledge Sharing Network (KSN) site, monitors and grants access, updates both the site and the exhibits on the site, and develops new site lists and capabilities to collect, store and analyze the research project information.

  • Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

  • Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

  • Evaluation of Experience

    Examples of qualifying experience include:
  • individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  • supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

  • To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS 10/11/12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience may include but not limited to: Experience analyzing, researching, developing and producing RE&D portfolios and budgets.
