Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a Program Manager (OSBP) at the GS-0340-13/14 some of your typical work assignments may include:
  • Serves as the Program Manager (PM) for DTRA's DoD Mentor-Protégé Program (MPP), employing the operating concepts of the Defense Acquisition University's (DAU's) services management best practices methodology.
  • Provides management and oversight of the DTRA MPP in regards to program development, acquisition, spend plan execution, contractor oversight, contractor performance evaluations, and contractor manpower management.
  • Develops processes and tools to align spend plans and execution of the MPP. Provides end-to-end accountability including resource authorization, time-phased funding flow (i.e. MIPRs and Interagency Agreements), and accountability back up documentation through the process. Provides reports to DoD on spend plan execution.
  • Prepares and processes MPP acquisition documentation including, but not limited to: Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), Mission-oriented/Results-based Performance Requirements Summaries (PRS) and Quality Assurance Surveillance Plans (QASPs), and program analysis reports for market research, organizational efficiencies, and process improvements.
  • Conducts outreach to the DTRA Program Manager (PM) community to educate them on the MPP, identify capability gaps and mission priorities and improve effectiveness of MPP technology transfer on the DTRA mission.
  • Reports to the Small Business Director and Office of General Council (OGC) any real and apparent Organizational Conflicts of Interest (OCI) or duplication of effort among MPP contractors. Takes actions as needed to prevent OCI or duplication of effort situations.
  • Serves as a Small Business Professional for the Office of Small Business Programs, advocating for maximum practical opportunities in DTRA prime and subcontracts.
  • Develops presentations and prepares fact sheets or statements for DTRA Leadership, DTRA workforce and industry.
  • Conducts and provides market research and data analysis for use by other acquisition personnel in identifying small business capabilities.
  • Participates in acquisition planning meetings, providing advice regarding small business utilization to members and advocating for opportunities for small businesses in DTRA acquisitions.
  • Establishes, develops and maintains effective working relationships with other coordinating organizations as it relates to promoting and supporting all the small business programs.
  • Evaluates assigned subcontracting plans to determine sufficiency in accordance with regulations.
  • Oversees the outreach needed at events that ensure the success and high visibility of individual programs. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Management of people, money and schedules to meet milestone deadlines.
  • Knowledge of Systems Acquisition.
  • Work and collaborate with cross-functional teams to accomplish a project.
  • Familiarity with Federal Acquisition Regulation (FAR) and Defense Federal Regulation Supplement (DFARS)
You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
  • Management of people, money, and schedules to meet milestone deadlines.
  • Knowledge of Systems Acquisition.
  • Development of strategic policy, plans, or execution of strategic operations.
  • Work and collaborate with cross-functional teams to accomplish a project.
  • Leadership of Diverse work teams and organizations.
  • Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Incumbent is required to submit a Financial Disclosure Statement, OGE 450, upon entering the position, annually, and upon termination of employment, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.

This is an Acquisition Workforce position in the Program Management career field. The incumbent is required to become certified, Level III in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annual.

Incumbent must be appointed as a Small Business Professional by the DTRA Small Business Functional Lead (Small Business Director) for authorization to sign acquisition documents on behalf of the Office of Small Business.
