Summary

This position is in the Office of American Citizen Services and Crisis Management (ACS), Overseas Citizens Services Directorate (OCS), Bureau of Consular Affairs (CA). OCS/ACS oversees the day-to-day operations for all U.S. embassies and consulates overseas responsible for the protection and safety of U.S. citizens traveling and residing abroad. The incumbent will support the Africa and Near East and South/Central Asia Divisions (CA/OCS/ACS/AF and CA/OCS/ACS/NESCA).

Responsibilities

• Provides operational analysis, advice, assistance, and support to staff in the consular American Citizen Services (ACS) sections at Foreign Service establishments in the country or countries of assignment.
• Drafts and clears directives, policies, procedures, and other guidance for use by posts in the implementation of citizens services programs including new program initiatives.
• Provides specialized analysis of a wide range of American Citizens Services and Crisis Management program and policy matters in the assigned areas of geographic and/or functional responsibility.
• Provides policy guidance and emergency assistance to overseas posts during host country and regional crises such as widespread violence due to civil unrest, terrorist bombings, and disease epidemics.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

GS-11: Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

• Experience interacting with others to respond to inquiries related to assistance to U.S. citizens abroad;
• Experience preparing a variety of correspondence for senior level officials; and
• Experience interpreting regulations and procedures in order to provide ongoing services to U.S. citizens.

OR

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

• Experience advising individuals on protection and crisis management;
• Experience drafting correspondence to officials abroad, members of Congress, representatives of other federal, state, and local government agencies, and/or foreign embassy officials; and
• Experience applying and interpreting regulations and procedures in order to provide ongoing services to U.S. citizens.
• Experience in foreign & domestic policy goals in order to develop, implement and evaluate a broad range of programs.
• Experience in applying analytical skills and sound judgment in addressing complex and frequently changing program needs.

There is no substitute of education for specialized experience for the GS-12 position.
