Responsibilities

As a Human Resource Specialist for the Office of the Solicitor (SOL), located in the Division of Administration in Washington, DC your specific duties will include:
  • -Serves as SOL's Executive Resources Coordinator for Human Capital initiatives and assists with the management of complex studies and projects in Human Resource (HR) management functions relating to Presidential Appointees, Senior Executives, Schedule C employees, and Senior Executive Service (SES) Performance Management.
  • -Serves as subject matter expert (SME) for staffing, recruitment, merit promotion, delegated examining and Special Hiring Authorities.
  • -Prepares and delivers written reports and oral presentations to SOL, e.g. briefings, training sessions, and consultations.
  • -Researches and analyzes data for accountability-related matters (i.e. staffing, recruitment, merit promotion, delegated examining).
  • -Designs and revises HR organizational processes, workflow, and structure; and manages special projects and research studies.
  • -Develops strategies and plans based on projected accessions, succession, attrition, and other workforce indicators, compatible with authorized full-time equivalent levels and position management.
  • -Assists with the assessment of emerging operational HR changes and provides recommendations on the potential applicability to HR policies and procedures, including cost/benefit analysis, for immediate and long-term workforce planning requirements.
  • -Advises on issues related to employee relations, performance management, employee recognition, reasonable accommodation, and work life programs.
  • -Develops and monitors training programs based on needs assessment data and competency gap analysis and forecasting of future trends to increase employee efficiency and effectiveness.

    For GS-12 :
    Applicants must meet the following to qualify for the GS-12 level:

    Possess one year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of GS-11 level work may include: providing a broad range of advisory services in the areas of recruitment and placement, position management, classification, targeted recruitment, special employment programs, and workforce planning; working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization; analyzing, evaluating, classifying positions to assign occupation series and grade; performing job analyses to establish and validate rating, ranking, and selection criteria; and conducting briefings and training sessions for a variety of audiences.

    For GS-13 :
    Applicants must meet the following to qualify for the GS-13 level:

    Possess one year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work may include: advising on a wide range of advanced HR legal and regulatory principles, concepts, and practices in a wide range of HR laws, Executive Orders, regulations, policies, human capital plans, and concepts governing HR; providing creative solutions to complex staffing, recruitment, classification and position management problems or issues; developing solutions to training gaps, assessing and deploying program delivery strategies; expert knowledge in the use of special hiring authorities; applying Senior Executive Service rules and regulations; analyzing reports of headquarters and OPM surveys in subject areas to assure conformity with policy and procedures
