Responsibilities

As a SUPERVISORY BUDGET ANALYST you will be responsible for the following duties:
  • Prepares reports to the DSS Comptroller on the performance of subordinates and individual members. Reports include such matters as progress in meeting goals and objectives, workforce improvements, and training requirements.
  • Reviews DSS Budget Execution submissions to ensure they are in compliance with guidance and directives, and provides execution input to the Office of the Secretary of Defense (OSD), Comptroller's Financial Management Guidance and Regulation.
  • Develops alternatives for resource realignment to fund cost increases, expand program efforts, shift fiscal priorities, and identify trade-offs for recommended actions for DSS operating objectives during the execution phase.
  • Gathers pertinent budget documentation and analyzes documentation to correlate and project costs of current and future programs.
  • Determines costs and benefits of different levels of program operations and recommends the budget for the desired level of program operations into a format that is consistent with current legislation and regulatory guidance, and presents the formulated budget on behalf of DSS to the Office of Management and Budget (OMB).
  • Develops procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss unauthorized use or misappropriation of assets.
  • Responsible for ensuring the DSS Resource Management System Information Technology is compatible with the OMB, OSD, and Defense Finance and Accounting Service (DFAS) Information systems.
  • Develops policies for data base management procedures and techniques. Provides staff support regarding budget execution when reviewing plans, papers, and studies in the context of current and future DoD resource policies and procedures. Provides input to various resource allocation guidance documents. Makes recommendations and commitments within the established policy framework.
  • Develops, manages and maintains the Office and Resource Advisor Training Program
  • Analyzes and evaluates specific budget data requirements for DSS programs and develops specific budget execution review data requirements for inclusion in the DoD Program Objective Memorandum (POM)/Budget. Consolidates individual DSS directorate execution requirements into a unified position for presentation to management.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Ability to plan workflow, make work assignments, adjust workloads and adapt or modify procedures as necessary according to resources and other budgetary requirements.
  • Ability to apply program management, methods and practices for allocation of financial and manpower resources.
  • Apply financial, accounting, budget, cost analysis, and management functions.
  • Skill in the application of analytical methods and techniques to evaluate programs plans and funding.
  • Demonstrate a full range of personnel management methods and practices to include the technical and administrative supervision of subordinate staffs.

Specifically you will be evaluated on the following competencies:
1. Concepts, Policies, and Principles of Budget; Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities.

2. Financial Stewardship; Manage, allocate and monitor financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation.

3. Information Management; Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems.

4. Oral Communication; Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
