Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Division of Ethics Management (DEM), Workforce Management Group (WMG).

As a Senior Ethics Program Advisor, GS-0301-14, you will administer the ethics program and serves as a senior program expert concerning the operation, administrative direction, interpretation and application of standards of conduct and ethics regulations for CMS.

Responsibilities

  • Advise managers, employees, and the staff in the labor and employee relations functional area regarding ethics issues.
  • Develop the investigative record in the civil or criminal prosecution of illegal activities and represents CMS ethics office.
  • Work with analyst responsible for the delegations of authority to develop the delegations needed to carry out the ethics program of the Agency.
  • Oversee the review of all employee position descriptions to determine whether incumbents of the position are required to file a financial interest statement and/or attend the mandatory annual ethics training.
  • Keep well informed of the statutory and regulatory framework of the Federal Ethics Program,

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Developing and implementing approaches for building awareness of conflicts of interest to reduce problems; 2)Advising on controversial issues (examples, employee standards of conduct and ethics laws, rules, and regulations); and 3). Administering mandatory ethics training to employees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
