Summary

As a Management and Program Analyst, you will serve as a Branch Chief in the Business Operations Division within the Office of Acquisition,
Integrated Technology Category.

Location of position: GSA, Information Technology Category (ITC), Business Operations for Acquisition,

Washington, DC

This is not a virtual position. The selectee is expected to report to the duty station listed.

Responsibilities

  • Serves as a Supervisory Management and Program Analyst, responsible for the supervision of various administrative positions. Balances tasks among employees and ensures deadlines are met.
  • Develops strategies and implements approaches to enhance the management and administrative operations of the Office of Acquisition.
  • Prepares and conducts briefings for higher level management, provides recommendations or action plans, and provides guidance and direction for implementation.
  • Provides high level analysis and recommendations to the Business Operations Director pertaining to the Office of Acquisition.
  • Coordinates the assessment, development, implementation, and reporting of measures within the Office of Acquisition to gauge and communicate program value, organizational performance and strategy effectiveness.

  • Meet all eligibility requirements within 30 days of the closing date.
  • Meet time-in-grade within 30 days of the closing date, if applicable

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-14 salary range starts at $122,530.00 per year.
SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; coordinating and analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met; leading teams; conducting briefings; and managing communications.

  • Knowledge of GSA policies, regulations, procedures, directives, program functional goals and organizational structure.
  • Experienced in effectively writing with clarity and precision including extensive knowledge of editing and development of concise responses and reports.
  • Comprehensive analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Ability to interact positively with individuals at all levels in the GSA organization, the information technology industry, and other Federal agencies.
