Interim clearances will not be accepted. SCI active or eligible. US Citizenship required in order to comply with government contract. Description:Best Value Technology, Inc. (BVTI) is a service-disabled veteran-owned small business (SDVOSB) seeking to identify a Contract Specialist/Procurement Policy Analyst to provide contract administration, policy support, acquisition planning, and source selection support to our Federal customer in the Intelligence Community. The ideal candidate will possess extensive experience assisting with acquisition policy and procedure development, in addition to providing advisory support for source selections, assisting with strategic level issues, acquisition planning, formulating negotiation strategies, analyzing cost and pricing data, and providing pre- and post-award support to stakeholders. Position Requirements Required Knowledge and Skills: Strong communication skills with proven capability to provide written and oral presentations. Expert knowledge of DoD contracting procedures. Expert knowledge of Federal Acquisition Regulation (FAR) and DoD Federal Acquisition Regulation Supplement (DFARS). Extensive operational experience in contracting for a variety of products and services using a wide range of contracting methodologies and types. Proven experience and expertise in all facets of the acquisition process including sole source, competitive procurements, acquisition planning, agile acquisition policies and procedures, cost/price analysis and contract management/administration. Significant experience in one or more of the following: major system acquisition, simplified acquisition, research and development, service contracting, Federal Supply Schedules, information technology acquisitions, OTAs and grants. Proven ability to research, teach, mentor and foster lessons learned and good acquisition practices with stakeholders at all levels, ranging from senior level personnel to developing contracting specialists. Proven ability to assist with strategic-level issues, agile acquisition policies and procedures, acquisition planning, formulating negotiation strategies, analyzing costs and price data, developing negotiation objectives and negotiating various contract types. Proficient in Microsoft Office with a focus on Word, Excel, and PowerPoint. Proficiency in Government Contract Writing Systems (eg, PRISM, PD, etc.). Desired Experience: Contracting experience throughout the Intelligence Community (IC). Required Education and Experience: Bachelor's Degree in a business field. 8 years of hands-on experience. DAWIA level II or III, or FAC-C level II or III certification in Contracting.
