SummaryThis position is located in the Bureau of Global Public Affairs, Office of the Executive Director, Information Technology (GPA/EX/IT). This position coordinates, communicates, establishes, monitors and reports on projects being conducted in the GPA Bureau. The incumbent for this position is the technical coordinator for the Program Management Office (PMO) and works closely with the program offices and the IT staff in conducting review and implementation of projects for the bureau. Learn more about this agency Responsibilities Oversees all project and program related activities in the GPA bureau, develops and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency. Evaluates the impact on the agency's IT architecture, assesses new IT developments and applications and emerging technologies and their applications to business processes. Applies expert knowledge of Federal Department and Bureau policies, requirements, and guidelines on information management and office automation, extensive knowledge of Federal contracting principle (FAR regulations). Provides input to the IT capital planning process; develop, implement, and interpret metrics for the evaluation of IT programs effectiveness and efficiency. Maintains ongoing and open communication with project teams as well as the IT team and leadership. Communicate complex technical requirements to non-technical personnel, prepare and present briefing to senior management. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:Attention to Detail - Incumbent demonstrates attention to detail by applying knowledge and ability to provide expert technical analysis and consultation focused on IT specialties and IT architectures.Customer Service - Incumbent demonstrates the ability to serve customers by responding to inquiries in a timely fashion and providing guidance on IT infrastructure security, Federal Acquisition Regulations, and project management tasks.Oral Communication - Incumbent demonstrates a high level of skill in communicating in order to provide advice and guidance, exchange information, brief senior officials, plan and coordinates activities, recommend new methods and approaches, and resolve problems.Problem Solving - Incumbent demonstrates the ability to solve and prioritize problems by determining the most appropriate principles to apply and resolving a wide range of technical issues related to IT programs.AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:-Experience with Federal contracting principle (FAR regulations).-Experience applying IT principles, concepts, methods, standards, and practices.-Experience with IT security concepts, standards and methods.NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
