DescriptionSenior Budget AnalystPosition TitleSenior Budget AnalystBackgroundThe Sr. Budget Analyst assists the government in formulating and executing NSD programs and project's budgets, including assisting the government with all phases of the Planning, Programming, Budget, and Execution (PPBE) process. The Sr. Budget Analyst will lead a team of personnel providing this support and will provide Subject Matter Expertise to the client.Job DutiesDuties will include:Assist the government during the Planning phase with preliminary strategic planning and alignment to DHS goals published in the Integrated Planning Guidance (IPG).Assist the government in developing justification material during the Budgeting phase of the PPBE cycle. The contractor shall collect data and perform impact analysis in support of the government's decision-making processes related to the annual DHS Resource Allocation Decision (RAD), Office of Management and Budget (OMB) budget submissions, responses to OMB passback levels, and development of expenditure plans.Assist the government with the development of the Capital Investment Plan (CIP) and Program Decision Option (PDO) documents based on prioritization of mission requirements.Assist the government with developing: impact statements; OMB justification and inputs to the Exhibit 300 based on the RAD; and Congressional Justification/President's Budget Request based on passback/draft spend plan.Collect data and perform impact analysis in support of the government's decision making processes related to developing: impact statements; OMB justification and inputs to the Exhibit 300 based on the RAD; and Congressional Justification/President's Budget Request based on passback/draft spend plan.Assist in the formulation and planning of program and project budgets including assisting the government with managing the DHS Future Year Homeland Security Plan (FYHSP).Assist the government in developing detailed multi-year financial plans including estimates, justification of assumptions, research, and analysis.Assist the government with the alignment of budgets with strategic and programmatic goals, and adherence to fiscal guidance and DHS budget policy.Assist the government with reviewing financial documents and plans for impact on program objectives and requirements.Assist the government with financial and budget briefing preparations including spreadsheet and graphic presentations.Provide SME to support the government in statistical and financial analysis as needed.Assist the government in the development, review and implementation of project-level budgets and spend plans; and conduct regular and recurring reviews of resource utilization to identify issues that might impact the program's overall objectives.Assist the government with development of Congressional Expenditure plan.Assist in the Execution Stage of current Fiscal Year (FY) actions/taxes/re-appropriations/rescissions within the Agency.Assist the government with the development and preparation of routine, periodic reports on the allocation, status, tracking, commitment, obligation, and expenditure of funds.Assist the government with the government's Budget Change Request process. As new requirements emerge throughout a fiscal year, any changes to the baseline funding levels in the annual spend plan are requested via the government's Budget Change Request process.Assist the government in the preparation and processing of funding documents, the analysis variances and reporting of status. The contractor shall assist the government in developing and updating financial processes and procedures for adequately accounting for and safeguarding the funds allotted for program and projectsProvide SME and assist the government with the establishment of scenario-based Life Cycle Cost Estimates (LCCE) for NSD programs that adhere to the best practices of the 'GAO Cost Estimating and Assessment Guide' and provides the functionality to run budget options and alternatives analysis (ie what-if scenarios) to assist in budget formulation.Assist the government in maintaining the LCCE by performing routine updates, risk analysis, and supporting Acquisition Decision Event milestones. Activities include, but are not limited to: data collection; subject matter expert interviews; incorporating cost data from invoices as the program proceeds through the SELC; developing estimates for newly-defined NSD subsystems; and documenting the basis of estimate in a formal document.Provide support to the government with cost estimating analysis, cost model development, research and documentation, business case development, Cost Benefit Analysis (CBA) development, Analysis of Alternatives (AoA), and Engineering Change Requests (ECR) cost estimates.Provide SME cost support to assist the government with responding to internal and external requests for programmatic information.Minimum Position RequirementsMA/MS degree in Business Administration, Accounting or a related discipline10 or more years demonstrable experience and success as a Financial/Budget SME in DOD or DHS budget and financial managementDAWIA Level III Budget, Cost Estimation, and Financial Management certification, or equivalent, such as Certified Defense Financial Manager or DoD FM Level IIIDemonstrated experience leading teams of financial and cost analysts supporting Government clientsSecurity Clearance RequirementTS with SCI eligibilityPlace of PerformanceContractor SiteTo Apply For This PositionUse the following link to apply: (Insert link here)Company HighlightsAt LHG, we offer our employees a full comprehensive and competitive benefits package.
