The Enterprise Portfolio group ensures the Air Traffic Organization (ATO) continuously evolves efficiently and safely as it shepherds new technologies enter the National Airspace Systems. Learn more about this agency ResponsibilitiesThe Management and Program Analyst works with all managers and directors in developing project scope statements, identifying stakeholders, and project schedules, developing communications plans, determining metrics, a methodology for tracking project implementation and success. He/she is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.Applies experience and expert knowledge of the qualitative and quantitative methods, techniques and concepts to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Analyzes and evaluates internal processes, identify and recommend improvements to systems and processes based on findings. He/she prepares analytical and statistical data to provides managers with information for making decisions on the administrative and programmatic aspects of projects and programs.He/she acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. He/she applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs and work activities. Works with management to formulate a budget, manage, and communicate with other stakeholders.The analyst researches and investigates new or improved business and management practices for application to the strategy directorates programs. He/she will work with his or her peers to ensure new technologies and resultant operational concepts yet to be uncovered are documented and coordinated with all stakeholders. Conducts analyses in the review and evaluation of program activities to ensure proper program integration and conformance to FAA and ATO policies, completeness, and adequacy of operations in meeting goals and objectives. Provides solutions and strategies for management's consideration. He/she works with senior management to identify and resolve issues. The incumbent develops and recommends techniques to address challenges and current and potential problems and issues.Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers and other external parties. Often represents the major subdivision and LOB/SO as a principal point of contact to to provide advice and guidance about the applications of Orders and Notices, other policies and procedures, as required. Work typically is reviewed only at completion for success in achieving planned results.
