Title: DHS Immigration Policy Analyst (SME) Location: Remote/DC MetroTerms: 3 YearsClearance: Qualified applicants must be able to pass a background checkTravel: LocalPosition Overview:RIVA Solutions is assembling a team to lead the development and implementation of an enterprise-wide digital solution for USCIS-PCIM.Program Overview:The US Citizenship and Immigration Services (USCIS) Identity and Information Management Division (IIMD) is developing an enterprise-wide, integrated, Person Centric Identity Management (PCIM) strategy to transition the enterprise from a transaction-based information management framework to one that establishes an authoritative and trusted source for identities, in order to provide real-time visibility between services into an individual's comprehensive immigration history and status.Responsibilities:Interpreting and applying complex legislative, policy and regulatory decisions, policies, and guidanceServing as an expert in applying analytical and evaluative methods to assess the effectiveness and efficiency of policies, and developing and implementing immediate and long-range planning in response to policy and legislative requirementsTranslates conceptual customer requirements into functional requirements in a clear manner that is comprehensible to developers/project teamManages and tracks the status of requirements throughout the project lifecycle; enforce and redefine as necessaryCommunicates changes, enhancements, and modifications of business requirements - verbally or through written documentation - to project managers, sponsors, and other stakeholders so that issues and solutions are understood RequirementsBasic Qualifications:Strong background working within immigration policy, specifically to DHSMinimum of 5 years of relevant experienceExperience recommending solutions to sensitive, controversial, and critical issues affecting national programs.Successful record of building, improving, and running operational business processes, ability to drive program effectiveness and high levels of customer satisfactionExcellent written and verbal communications - ability to interface with all levels of the organizationPreferred Qualifications:Experience reviewing technical plans and designs for systems that support biometric and biographic inbound and outbound processesBroad understanding of USCIS-IIMD's strategic and business objectivesBackground supporting government digital or identity management programsAbout RIVA:RIVA Solutions, Inc. is a rapidly growing provider of Information Technology and Program Support Services to the United States Federal Government.
