Job DescriptionThe Senior Financial Analyst will support the Chief Financial Officer (CFO) in carrying the financial management function of the agency preforming a wide variety of high level and highly visible special financial, accounting, budgeting, and reporting assignments.Responsibilities:Duties will include but not be limited to:Assist with budget formulation and execution; financial reporting; strategic management and budget performance integration, including those involved in the development, formulation, and presentation of various departments/unit's resource requests and budget justification. Assist in development of projections, options, and estimates necessary for executive level decision-making, with a particular responsibility for tracking and projection of payroll and personnel compensation. Assist in the establishment of internal Finance operating procedures, assessing internal controls, and providing authoritative input to Finance standard operating procedures governing the development of budget estimates, requests for fund allocations, and financial reporting requirements.Assist in the development for presentation to managers and leaders of reports on financial condition, including cost trend analyses and projections, potential solutions and estimates necessary for executive level decision-making. Work with the managers to review and analyze the expenditure, budgetary position. Mentor, providing training and offering opportunities to the Financial team staff. Lead meetings to assess and prepare recommendations and taking a lead role in implementing creative and necessary changes. Plan and conduct financial management analysis of complex, interrelated administrative processes. Develop innovative recommendations for eliminating problems or improving relevant operations. Provide technical guidance regarding the recording and control of obligations, accounts payable, cost accruals, and disbursements. Reconcile data in reports and financial statements and identifying abnormal trends and control weaknesses. Act as a technical expert and assist other lower-level employees in problem solving, work efficiencies, and proper balancing of work within assigned team or teams. Assist with planning work to be accomplished by the unit, assigning work to employees, and establishing production or quality standards for the unit? Occasional travel with the CEO or CFO may be required and shall be reimbursed in accordance with the Federal Travel Regulations (FTR). No travel take place without the pre-approval of the COR and assurance of the Contractor that funds are obligated to the order specifically for travel costs (not to be confused with labor funds).Minimum Qualifications:The Senior Financial Analyst shall have the following minimum qualifications:Experience in Finance and Accounting in Federal environment. A professional with the ability to deal with sensitive business information in a confidential and professional manner. Exceptional attention to detail and possess strong organizational and planning skills.Excellent written and verbal communication skills with the ability to communicate effectively with a wide variety of people.Comprehensive knowledge of process, project and program management theory and the ability to apply them when solving operational issues. Strong knowledge of MS Office applications, including Word, Excel, Outlook, PowerPoint. Ability to take the initiative to liaise with other departments and/or external sources.Excellent customer service focus coupled with an ability to work collaboratively with others. Ability to work under deadlines and to complete multiple projects concurrently.
