We are seeking a Senior Financial Manager with strong analytical and organizational skills, coupled with an expertise in analyzing financial and budgetary data. This role provides support for the Department of Defense (DoD) Defense Threat Reduction Agency (DTRA). The role evaluates budgetary spending patterns and supports the budget formulation and execution processes to provide new insights on how best to defend the budget based on the Planning, Programming, Budgeting, and Execution (PPBE) process. Position Responsibilities: Support budget formulation and integration, manpower management, and budget execution activities Demonstrated experience supporting the PPBE process such as budget formulation and justification, execution, and analysis, spend plan management, preparing budget exhibits, and forecasting Demonstrated experience in preparing and tracking financial commitments, MIPRs, purchase requests, obligations, and expenditures, budgeting, and financial management Ability to create and maintain complex financial spreadsheets Working knowledge of the DoD Financial Management Regulation Develop spend plan by function and program element at the start of the fiscal year Determine and prepare adjustments to the plan if needed based on real time monitoring of actual budget performance Track and report the funds execution of assigned programs including commitments, obligations, and expenditures against spend plan and comptroller benchmarks Maintain budget status report review and prepare budget status and fiscal guidance briefings Conduct analysis and develop reports on budget matters and support preparation of budget exhibits Experience Level: Bachelor's Degree required Eight or more years of defense or federal financial management and budget experience Excellent project management skills and ability to prioritize and adapt to changing requirements in a fast-paced environment Experience interacting with on-site Federal Government clients and Senior Leadership Expertise understanding of the following: DoD's PPBE process Audit and Accounting practices Tools and Proficiency Level: Proficiency with Microsoft Office applications required (Excel, PowerPoint, and SharePoint) Defense Acquisition Initiative (DAI) system experience preferred (WAWF, P2P, OBIEE, Hyperion, etc.) Certifications: Active Secret Clearance required Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) certifications preferred Certified Public Accountant (CPA) preferred Artlin Consulting, LLC is an Equal Opportunity Employer
