Chimera Enterprises International is seeking an experienced ISR Communications Analyst (Satellite and Radio Terminal Systems)to support the Office of the Under Secretary of Defense for Intelligence and Security. This position requires a Top Secret/ Sensitive Compartmented Information (SCI) clearance.Responsibilities: Assist in assessing spectrum management issues as they relate to the development and compatibility of DoD ISR systems and effective communication of mission critical data in the common data link research, development, and test and evaluation oversight arena. Specific activities shall include supporting the Government's coordination with spectrum planning activities and organizations, as well as assistance with the development and coordination of DoD policy on spectrum related issuesProvide comprehensive technical reviews of all communications agencies and communications programs/capabilities to evaluate their support of ISR operations and programs, and their consistency with the BA Issue Paper, MIP Fiscal Guidance, ISR roadmap and CIG transformational goals, strategies, and new business processes; and related transformation and change management issues with key DoD stakeholders.Assist in the government's development of new DoD policy standards and business processes for wireless communications to support the warfighter to include researching the latest technologies in wireless communications, leveraging commercial development and industry production to support DoD, improving mobile emergency communications integration with the federal sector, setting common wireless standards for the Services and Agencies, and developing policies to support enhanced positioning, navigation and timing.Develop, coordinate and brief assessment review information for the OUSD(I) community, and communicate the review information via e-mail, background papers, briefings, reports, meeting minutes, trip reports.Support the Government in its ISR liaison between OUSD(I) and the following agencies/offices at a minimum: OSD, OSD(CIO), OUSD(A), OUSD(R), DISA, Joint Staff J2 and J8, Military Services, the staff of the ADNI-AP, and Intelligence Community Agencies in order to support the effective communication of critical system sustainment and developmental information.Required:Bachelor's degree.10 years of experience working with radio or satellite system development, fielding, and knowledge of supported architectures substitutes.5 years of experience working in radio communication or communications satellite acquisition program.Preferred:Hard science or engineering related concentration for degree at Bachelor's level or above5-7 years of experience in a DoD Headquarters (OSD, JCS, uniformed Service or Secretariat, or Combatant Command) environment.7 years of experience working with US Radio Spectrum allocation processes, regulatory processes, and Government's coordination with spectrum planning activities and organizations, as well as a familiarity with the processes involved in developing and coordinating DoD policy on spectrum related issues.5-7 years of experience working with US and international telecommunications regulatory bodies, how they function and how the DoD and IC communications operations are affected by the regulations.Defense Acquisition Workforce Improvement Act (DAWIA) Management Certification Training Level A.Certification or pre-requisite course completion supporting certification for Defense Acquisition Workforce Improvement Act (DAWIA) Level I or Level II for Program Management or Systems Engineering is an advantage.PLACE OF PERFORMANCE:National Capital RegionAbout Us: Chimera Enterprises International (Chimera) is a Service-Disabled Veteran Owned Company with headquarters in Maryland.
