Salary$32,600/yearPosition SummaryAPHL Mozambique is seeking a developer with a background in data visualization and database development to develop/enhance visualization tools to further support Mozambique's public health laboratory system.. The scope of work will focus primarily on developing, managing, and supporting dashboards utilizing data from laboratory information systems to document and track accurate and succinct laboratory data. In addition, the individual will also support LIMS tools for continued response to SARS-CoV-2. The candidate will demonstrate excellent oral and written communications skills in both English and Portuguese and strong organizational skills. The candidate will demonstrate the ability to be a self-starter, work within a collaborative team, manage multiple competing priorities, as well as work with minimal hands-on direct supervision.Duties & ResponsibilitiesYour major duties and responsibilities include the following:Serve as in-house visualization developerManage a central laboratory data repository (CLDR) for HIV viral load test result data and patient demographics for the APHL/Mozambique Program for use by CDC-Mozambique and the Ministry of Health.Responsible for the reliable performance, integrity, confidentiality and security of the CLDR.Develop data analytics, data exchange tools, database integration, and trend recognition;Work closely with laboratory scientists, public health managers, HIV treatment care providers and decision makers to organize, store, and analyze laboratory data according to approved protocols and assurance of security and confidentiality.Organize and analyze laboratory data for interpretation with input from medical epidemiologists and other health experts use to support public health efforts across Mozambique;Develop and enhance computer application programs to show the geospatial characteristics of laboratory data on an interactive visualization platform in order to increase knowledge sharing and communication.In consultation with APHL HQ, implement APHL data management policies and ensure compliance of policies by users of APHL managed systems and content.Formulate protocols of management techniques for secure data control;Ensure the quality of data for adequacy, accuracy, and legitimacy.Devise and implement efficient and secure procedures for data management and analysis with attention to all technical aspects;Partner with scientists to develop evidence-based tools that make data accessible and functional for public health scientists;In consultation with APHL HQ, establish rules and procedures for data sharing with stakeholders;Assist with reports on the CLDR and data extraction;Create and enhance data-driven, innovative data models and visualization systems to advance strategic decision making and health trends;Compile program reports and dashboards as required and requested by APHL HQ.Other duties as assignedEmployment Standards- Education and ExperienceEducation/Experience: (Required)A Bachelor's degree in information systems or related fields Minimum 2-3 years of experience in laboratory information management and information technologyStrong knowledge of data visualization theory and practice including the ability to communicate complex data to non-technical audiencesExperience with gathering, validation and transformation of data from disparate sourcesAbility to work on multiple competing priorities and under tight deadlines. Ability to compile information and write routine technical reports.Demonstrated ability to work effectively and collaboratively within a team and across multiple partnersAbility to support and inform US CDC and other partners on laboratory information systems operational and quality issues. Detail-oriented with strong organizational, communication and interpersonal skillsExcellent work record that shows self-motivationSkill in use of Microsoft Office software (MS Word, Excel, PowerPoint)Ability to learn new software as required.Bilingual - fluent in written and spoken English and PortuguesePreferredKnowledge and experience within public health programs in laboratory systems in MozambiqueExperience with tools like DHIS2, DISA, OpenLDR, OpenMRS, etc preferredExperience working with international NGOs and US Government Grants and programs preferredGeneral back end coding (such as Python, Ruby, Node js, C++, Microsoft tools such as C#, .NET framework) Good knowledge of Git and GithubGraphic design, user experience designGood knowledge in Javascript Ecosystem (Node Js, React Js)Knowledge in data science practices and languages (Python or R) will be appreciatedExperience with Relational DatabasesA Solid Knowledge of SQL language and Database Management Systems (SQL Server, MySQL or Postgres)Ability to create, maintain and document REST Application Programing Interfaces for data exchange and visualization Knowledge* Knowledge of laboratory information systems, dashboard development and maintenance, accurate data analysis and reporting, and understanding of PEPFAR key priorities and indicators. * Knowledge of and ability to interpret and synthesize information into LIS tools for reporting.SkillsAbility to think critically and approach issues with solutions and present actionable items to resolve complex problems.
