Program Management Officer
Description: * Champions, through program management, a portfolio of strategic growth and productivity-oriented projects, partnering with leadership and project teams to ensure timely and successful delivery. * Manages and coordinates all aspects of program management deliverables including: resource utilization, milestones/schedules, issues and risk management, scope/change management, budgets (forecasted and actual), and communication management - status to support effective decisions and project reporting to stakeholders and steering committees. * Establishes, socializes and enforces standards for project management within the enterprise. Builds a common set of practices, principles and templates for managing projects, which then can be customized for use in all projects under the PMO's governance structure. * Serves as the project management center of excellence for best practices, tools, techniques, methodologies, execution plans and reports related to all facets of program management; provides guidance, advice and mentoring for project managers and project teams.* Defines quantitative and qualitative measures that allow management to judge program performance and ROI* Understands the customers' needs and perception of value and aligns PMO functions and services accordingly.* Manages and coordinates interdependencies between project teams; manage relationships with executive stakeholders to ensure the effective business engagement and commitment to project objectives. * Ensures team members are carrying out their tasks efficiently and timely while upholding outlined standards. * In collaboration with executive sponsor, provides direction and leadership to project teams, ensuring alignment of deliverables, timeline, inter-dependencies; proactively manages communication/updates to team and holds team members accountable. * Communicates organizational expectations; creates goals and objectives that align with outcomes, drives process improvement and optimization that enhance performance and productivity. Establishes a culture of accountability through clear expectations. * Leads strategic initiatives with external stakeholders (vendors, partners, industry groups).* Effectively collaborates with Business Development on strategic initiatives.* Other duties as assigned. . Requirements: * Bachelor's degree with a 10+ year track record of successfully leading enterprise-wide project/program management. * PMP Certification or similar preferred. * Demonstrated leadership, management and decision-making skills. * Experienced with DoD and Federal Civilian programs, projects and contract administration.* Global business acumen with experience in managing cross-functional projects. * Critical thinker with strong analytical and problem-solving skills. * Change management experience with a demonstrated ability to meet tight deadlines in a fast-paced environment. * Results and solutions oriented; operates with a strong level of accountability. * Tech savvy; experience with working with collaboration tools. * Excellent organizational and technical skills with a keen attention to detail and ability to manage multiple projects. * High standards and integrity. * Team oriented with ability to influence and gain consensus across functions. * Exceptional interpersonal and communication skills; proactive approach to addressing and communicating issues and providing feedback. * Excellent written and oral communication skills * Demonstrated experience in process controls and commitment to continuous improvement.* Secret Level clearance required.
