Learn more about this agency Responsibilities Serves as staff advisor and consultant on a diverse spectrum within the Human Resources Directorate (HRD) with full technical responsibility/subject matter expert for agency wide civilian personnel management program/project assignments. Responds to difficult issues involving complex problems and/or concerns, recommends solutions an alternative approaches covering employees under Title 5 and Title 10 positions. Provides advisory services on recruitment and placement actions requiring identification and analysis of management staffing problems, and development of solutions considering the total personnel management viewpoint. Researches and interprets federal laws and regulations, policies and procedures to advise on intent and applications of concepts and principles to situations. Serves as technical expert in major functions of employee relations , providing policy guidance and advise on performance management, management/employee relations and organizational development. Your resume must demonstrate 1) Experience providing management advisory services on recruitment for competitive and excepted service appointments, conducting job analysis and qualifications determinations on a wide variety of civilian recruitment actions; 3) experience interpreting Title 5 and 10, United States Code and Code of Federal Regulations, as well as OPM and MSPB rules and regulations and 4) initiating, coding monitoring, and tracking, civilian personnel actions in an automated personnel system.Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional, philanthropic, religious, spiritual, community, student, social).
