Job Title: Cost/Budget Financial Analyst Job Number: 032021-002Location: Dahlgren, VASecurity Requirements: TSSCI Description:Strategic Professional Resources, Inc. (SPR) is currently seeking a highly qualified Financial Analyst to serve as key member of our team at the Joint Warfare Analysis Center in Dahlgren, VA. The main thrust of this role is to provide financial planning and support activities for current and future programs in accordance with Federal, DoD, Air Force and JWAC laws regulations, policies, directives and, instructions. Ideal candidates will be well versed in government financial rules and regulations, and have worked with the Defense Enterprise Accounting and Management System (DEAMS). This complex environment is fast paced, ever changing and requires a flexible individual who can multi-task, with excellent organizational and interpersonal skills. Position is contingent on contract award with anticipated start date April, 2021.Major Job Activities:Executes the financial system processing and reporting for JWAC's Operational and Maintenance (O) and Research, Development, Test and Evaluation (RDT) budgets.Develops JWAC Tri-annual reviewsConducts prior-year financial closeout.Manages the unfunded requirements (UFR) process.Processes vendor invoices.Manages JWAC Defense Department (DD) Form 577, Appointment/Termination Records Program.Conducts Project Execution ReviewsDevelops Military Interdepartmental Purchase Request (MIPR) packages and manages financial execution.Maintains asset valuation & tracking execution and audit complianceManage JWAC Travel Program to include: Command travel budget, Government Travel Charge Card (GTCC) administration, Defense Travel System (DTS) administration and financial certifications, DTS Approving Official and Traveler training, weekly DTS financial reconciliation reports, and all self-auditing functions for GTCC and DTS.Provides oversight and management of the Government Purchase Card (GPC) program.Conducts POM Future-Years Defense Planning (FYDP) budget activities and reporting.Skills: Proficiency in MS Office products to include Outlook, Word, PowerPoint. Excel expertise demonstrates proficiency with Filters, Pivot Tables, Formulas; ability to develop Macros and database solutions is desirable.Education: Bachelor's degree in Business Administration, Public Administration, Accounting, Finance or related course work.Experience: 5-10 years in a cost budgeting position that demonstrates performance of the activities listed above.
