Job Title: Contract Specialist Job Number: 032021-006Location: Dahlgren, VASecurity Requirements: TSSCIDescription: Strategic Professional Resources, Inc. (SPR) is currently seeking a Contract Specialist to assume responsibilities as a critical member supporting acquisition of research and development efforts at the Joint Warfare Analysis Center (JWAC). Responsibilities involve tactical support throughout the contract administration lifecycle, ensuring compliance with acquisition regulations. Ideal candidates will be well-versed in, and able to apply Federal Acquisition Regulations (FAR) and/or Defense Acquisition Regulation Supplement (DFAR). This is a fast-paced organization supporting a number of complex programs; individuals should be have strong problem identification and resolution skills, as well as communications skills. Flexibility is key. Position is contingent on contract award with anticipated start April, 2021.Major Job Activities:Assist Program COR and/or Contracting Specialist in executing Solicitation Processes, including development and building of procurement documentation, such as RFP, PWS, Cost Data Requirements, technical requirements or other documentation as appropriate. Reviews all documentation for compliance with FAR, DFAR or other applicable regulations. Identifies problems and suggest appropriate solutions. Ensures documentation undergoes all applicable compliance reviews (legal, small business etc.) and all entities have approved.Participates in Source Selection process as directed, including analysis of proposals for conformance with solicitation requirements; cost/price analysis; communication with contractors for clarification or additional information.Builds contract award packages as required. May participate in kick-off meetings and/or debriefings of unsuccessful bidders.Monitors contract performance, identifies potential issues and takes corrective action as required such as modifications, extensions, scoping/de-scoping of funding etc. Performs final contract close-outs.Administers/manages contract data management records/files both electronic and hard copy, generates reports as requested. Ensures all data is entered into the appropriate systems (PD2, CON-IT).Education: Bachelor's degree or equivalent in a relevant field (Accounting, Business Administration, Contracts, Finance, Economics or similar). DAWIA Level II certification or similar certification.Experience: 5 years of experience in a procurement/contracting position; experience with Air Force contracting is desirable.
