To learn more visit us at www.seventhsenseconsulting.comOverview:The Acquisition Specialist will be responsible for providing the full range of acquisition support to the DTRA IT Project Support Office (IT PSO). The Acquisition Specialist will conduct and support effective acquisition planning for actions assigned to the IT PSO and will develop compliant acquisition strategies and plans, and the work with the requirements owners to develop the full range of Purchase Request (PR) artifacts to include Statements of Work, Cost Estimates, Evaluation Plans, Source Selection Plans, Market Research Summaries, and any pre award support required to ensure acquisitions move efficiently through the DTRA acquisition process within the established procurement acquisition lead times. The Acquisition Specialist will also support post award contract administration and performance monitoring as necessary in support of the IT PSO.Specific Duties and Responsibilities: Assist the IT requirements owners develop effective acquisition strategies and plans specifically tailored to the requirements and compliant with DTRA's acquisition framework, acquisition processes, FAR and DFAR requirements, and local policies. Assist the IT requirements owners (PMs and CORs) implement approved acquisition strategies and plans by helping develop Purchase Requests (PRs) and the required supporting acquisition artifacts. These artifacts include, but are not limited to, Statements of Work, Cost Estimates, Market Research, Technical Evaluation Plans, Source Selection Plans, Justifications, waiver requests, and other related PR support artifacts.Assist the IT PSO manager and IT requirements owners by researching acquisition regulations and polices to address requirements specific issues and identify creative and alternative acquisition and contracting strategies.Provide advice and consultation on acquisition and acquisition management policies and processes as needed to support the IT PSO manager. Review acquisition planning artifacts and PR packages to ensure compliance with DTRA acquisition policies and processes.Assist the IT PSO with contract administrative functions by reviewing post award documentation, monitoring performance reports, and supporting contract administrative functions to include funding modifications, option exercises, monitoring and tracking contract deliverables, and monitoring receipt of invoices as required.Required Qualifications: Bachelor's degree and at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.4-6 years of related Contracts/Acquisition experience required.In-depth working knowledge of federal procurement regulations and policies, and be knowledgeable and experienced using electronic media, including Microsoft Office (Word, Excel, PPT, etc.). Ability to quickly grasp acquisition management terms, methodologies, and processes, prepare PR package artifacts and associated electronic documentation, and comprehend specific and unique technologies and terms associated with IT acquisitions and supportKnowledgeable of federal procurement regulations and policies, and be knowledgeable and experienced using electronic media, including Microsoft Office (Word, Excel, PPT, etc.).Excellent writing skills and be able to communicate effectively both orally and in writing.Ability to utilize GWAC and GSA contract vehicles.Candidate must hold an active DoD Secret clearanceDesired Qualifications: One of the following Contracting related certifications: DAWIA Contracting Level II, FAC-C Level II, strongly desired.Working for Seventh Sense:We believe in treating everyone like family which is why our number one goal is to take care of each other.
