This assignment is with US Customs and Border Protection, Office of Intelligence. The incumbent participates fully with the Executive Director (XD) in the review and appraisal of border and national security issues amid questions with major implications for the agency's stance, including those with potential impact on one or more aspects of national security, or impact on CBP's mission.

Responsibilities

In addition, the incumbent supervises and directs the subordinate division directors in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.

Assists the Executive Director in exercising broad management and leadership skills in affecting the coordination of activities, programs, and initiatives between CBP program offices and between CBP, the intelligence enterprise, and the intelligence community. This includes intelligence and analysis, operational support, and program management in service of the CBP intelligence enterprise.

Serves as a source for carrying out OI's primary mission to enable CBP's decision advantage by ensuring timely, actionable, and relevant intelligence to drive operations, planning, and decision-making in the border security current and emerging threats environment. The Deputy Executive Director assists the Executive Director by overseeing two divisions - Indications and Warnings Division, and the Joint PED Operations (JPO) Division. Indications and Warnings Division's close working relationships with federal, state, diplomatic, Intelligence Enterprise and Intelligence Community partners are leveraged to collaborate, coordinate intelligence of interest, ensuring the proper dissemination of threats to the Homeland. The JPO facilitates, manages, and conducts a comprehensive, coordinated, and consistent approach for the data ingestion, processing, exploitation, and product creation of ISR data collected by the Department of Homeland Security Enterprise platforms and assets.

Ensures the distribution of 24/7, accurate, and consistent information as the central ingest point for all classified intelligence information needs, requirements, and executive secretary tasking. Balances workload and provides advice, guidance, and direction on a wide range of intelligence functions and operational issues.

Reviews, amends, accepts, or rejects subordinate division staff work submitted to the
Executive Director, higher headquarters, or other Federal/public agencies. Has full selection authority for subordinate staff. Hears and resolves group grievances and serious employee complaints not resolved at the division level, and reviews serious disciplinary problems. Makes decisions on work problems presented by subordinate supervisors.

Provides guidance to supervisors/employees in identifying employee training and career development needs to enhance their performance. Encourages and assists employees in the development of individual development plans. Provides or makes provisions for training as required making decisions on non-routine training requests. Counsels subordinates regarding career potential and opportunities. Provides recognition to deserving employees recommending awards/bonuses. Assures that subordinates job descriptions are current and are accurately designed and structured to ensure optimum efficiency and effectiveness. Assures equity of performance standards and rating techniques. Establishes and maintains affirmative action, upward mobility, equal employment opportunity activities, and complaint procedures through close coordination with the Privacy and Diversity Office (PDO) and higher levels of management. Informs employees of Equal Employment Opportunity goals and objectives; counsels and coaches subordinate managers on resolving complaints; and coordinates with PDO counselors and employees to resolve formal and informal complaints.

Provides executive-level advice and counsel to the Executive Director in planning long range activities, related to critical disasters, special events, field operations, Continuity of Operations incidents, and significant events. Provides advice on work methods, practices and procedures, and assists subordinates in identifying the parameters of a viable solution. Monitors office programs and conducts extensive periodic evaluations of program goals and CBP strategic objectives, to assure each complies with the expansive agency mission.

As a key advisor to the Executive Director, the incumbent institutes and implements agency policy and guidance in compliance with intelligence frameworks. Employs risk management techniques, and intelligence to strive for a balance of efforts, ensuring the proper dissemination of threats to the Homeland and a comprehensive, coordinated, and consistent approach for the data ingestion, processing, exploitation, and product creation of ISR data collected by the Department of Homeland Security Enterprise platforms and assets.

Continually promotes the agency's intelligence initiatives, inviting and encouraging constructive input from ongoing partnerships with the intelligence community, to meet the demands of a balanced approach in keeping the Nation's borders secure.

Evaluates pertinent policies and directives from OI, CBP, and DHS and initiates reviews research/studies concerning intelligence issues. The incumbent develops program policies and procedures as required. Administers studies to develop responses to management on new requirements intelligence priorities. The incumbent will be responsible for organizing the execution and/or monitoring items based on local needs and team resources: contracts, taskings, training, audits, travel, strategic planning, and maximizing efficiency using available resources and methods.

Assists with initiating and monitoring OI operational processes for management, with an awareness of the interrelationships between these two fields and their importance to achieving the mission. Inputs and coordinates with CBP, the IE and the IC to ensure the intelligence watch meets operational requirements. Uses knowledge of available CBP capabilities, and systems including reports used for improving operational efficiencies and developing intelligence life-cycle analyses compliance.
