Responsibilities

The employee is responsible for planning and accomplishing highly complex and challenging projects/programs and other work activities for Engineering Services in the Terminal and EnRoute Automation, Data Systems, Facilities, or Surveillance program areas, under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. He/she integrating multiple projects/programs in order to meet program goals.

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to Terminal and EnRoute facilities and systems (i.e. Automation, Data Systems, and/or Surveillance Systems) that form the infrastructure of the National Airspace Systems (NAS), as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Provide deployment planning experience to the program office for programs seeking Joint Resource Council (JRC) investment decision.

May act as a principal technical specialist or as a project/program manager or team leader for large work activities. Interfaces between Engineering Services, Service Centers, and multiple Air Traffic Organization (ATO) service Units, and other headquarters stakeholders for deployment planning, implementation and operations engineering. Provides standardization and technical policy guidance to Engineering Services in each Service Area for implementation strategies, work planning, and design analysis for systems integration

Provides policy guidance to the program implementation managers, project engineers, and Service Units on matters related to program schedules, budget, implementation plans, program goals, designs, and specifications. Advocates for Engineering Services and the Service Center to resolve implementation and engineering issues

Provides and/or coordinates input to system procurements early in the acquisition process. Ensures consistent application of engineering processes, methodologies and best practices within these project support actives. Conducts independent and interdependent engineering studies such as, trend analysis, and other engineering economic studies.

Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally or externally. Coordinates significant technical matters with representatives of external organizations.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative app roaches. Draws on experience to solve unusual problems and may create new solutions and policy Interpretations as the situation requires.

Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.

Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

PRIMARY METHOD: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials (relating particle and aggregate structure to properties);(g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to the basic requirements, all candidates must demonstrate one year of SPECIALIZED experience equivalent to the next lower grade in the Federal Government. (Must have held the next lower grade level at an FG-13 or FV-I band to qualify for an FV-J band and an FG-13 or FV-I band to qualify for a FV-J band).

SPECIALIZED experience is experience with advanced engineering principles, theories and concepts on grounding and bonding, electrical distribution code compliance, electrical architecture and functions. SPECIALIZED EXPERIENCE is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience are:

Understanding of project management, specifically the five phases: initiating, planning, executing, monitoring and closing and how they relate to FAA AMS cycle (PMP certified). Knowledge of the CWP and deployment planning activities.
