Summary

The incumbent serves as a branch manager in the Air Traffic Safety Operations Oversight Division of the Air Traffic Safety Oversight Service (AOV). Oversees a team of technical professionals charged with conducting surveillance of safety standards of all air traffic elements in the Air Traffic Organization's (ATO) geographic area of responsibility in AOV. Branch staff includes a mixture of technical/engineering/analyst and administrative support positions.

Responsibilities

Positions are at the highest non-executive managerial level in a particular job category. Applies experience and expert technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Identifies and resolves highly complex problems or issues which often cross organizational boundaries and impact on the accomplishment of FAA's strategic objectives. Also predicts potential issues and proposes recommendations for preventive action. Typical assignments may include: complex system design and integration; extensive research and analysis; investigation and inspection activities; compliance and enforcement actions; and direct responsibility to manage large, complex projects/programs.

Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organization and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Applies experience and expert knowledge to plan and complete a variety of information management efforts. Typical assignments include: Defining and developing internal policies and procedures, predicting potential issues and proposing solutions and/or preventive actions.

Creates and manages databases to improve the efficiency and effectiveness of data provided. Analyzes programs and makes recommendations supported by qualitative and quantitative data to produce findings, identifies trends and other relevant information, often operating under severe time constraints. Advises senior leadership on matters concerning operational effectiveness and efficiencies along with the distribution of resources. Plans and conducts a variety of authoritative, comprehensive, complex, and sensitive projects and analyses.

Applies knowledge of FAA's NAS policies and procedures and the applicability of these programs and initiatives to AOV's mission and goals. Provides leadership for challenging and complex activities under the minimal direction of manager.

Contacts are internal and external. Often represents FAA as the primary technical authority for major projects, programs, and other areas of FAA responsibility. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey strategic vision or policies to internal and external audiences.

Ensures continued NAS operational safety through the execution of AOV surveillance activities such as audits, assessments, inspections, and safety standards. Leads and directs the conduct of technical reviews in support of policy development and approvals granted to the ATO. Works collaboratively with key ATO personnel from Safety and Technical Training, Air Traffic Services, and Technical I Operations Service Units as well as the NextGen Office and the Airports line of business, among others.

Communicates the organization's mission, vision and objectives, setting priorities for all branch employees as well as assigning tasks and responsibilities.

To qualify for this position at the K-band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience analyzing and advising management on the effectiveness of government programs and projects as well as providing feedback on productivity operations. Experience coordinating periodic meetings as well as plan, coordinate and monitor to promote integration of data systems. Experience managing and maintaining a Federal budget process (i.e. allocation of resources, mid-year reviews, year-end closings and funds control). Experience advising and executing of Workforce Planning of a variety of business management functions.

Permanent Change of Station (PCS): IAW FAA Travel Policy, fixed rate PCS is authorized. Current Federal government employees (transfers without a break in services) are eligible for fixed rate PCS up to $27K. All other selectee (s) are eligible for a fixed rate PCS up to $10K.
