Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services

The salary range for this position is $132,552 to $199,300.00 per annum. The total compensation package includes other benefits and options.

Total employer paid contributions are worth approximately $20,000 - $27,000 excluding paid vacation and sick leave, paid holidays, and performance-based bonuses.

Responsibilities

Note: This amends Reassignment Opportunity Announcement EXSER-21-11072785-CBP to change the area of consideration to accept applications from qualified current and former Members of the Senior Executive Service (SES), and SES Candidate Development Program Graduates, who were certified by an OPM Qualifications Review Board - and to extend the closing date from 04-15-21 to 04-22-21.

As Deputy Assistant Commissioner, Information and Technology (OIT), at U.S. Customs and border Protection (CBP), you will lead a staff of 2,200 employees, who support CBP's business processes with the design, development, programming, testing, implementation, training, and maintenance of the agency's automated systems. You will be responsible for the maintenance of applied technologies, and you will oversee both in-house and cloud-based applications and systems including hardware, software, data, network, video, radio, and voice communications. You will also oversee the identification and evaluation of new technologies for applications in support of CBP business processes.

You will oversee all aspects of the cyber security program; the establishment of automated interfaces between CBP, other countries, various trade groups, and government agencies; and matters related to border security, trade, and mission support processing and systems development. OIT personnel are responsible for managing all aspects of tactical communications, including the 24x7 operations of the National Law Enforcement Communications Center.

You will support the Assistant Commissioner, OIT, in overseeing:

Information/Data - Application Programs : Data Management (Data Services and Analytics); Agile Application Development, Network Engineering, Application Maintenance, Software and Platform as a Service Offerings, Mobile Application Development and Maintenance, and software system Architecture.

Technology/Systems - Infrastructure Programs : Cloud Computing; Technology Training; Help Desk Services; Logistics and Supply; Depot/Engineering Support/Repair; Field Support; Network Engineering, Network Management; Data Center Infrastructure and Services; Tactical Communications; and Field Technology Infrastructure.

Enterprise IT Governance : Governance to support all CBP Mission areas, FITARA (Financial Management, Acquisition Management, Workforce Management, IT Portfolio Management), IT Strategy, Performance Management, Enterprise Architecture/Technical Reference Model, and Data/Information Resource Management (IRM), including Records Management.

Cybersecurity: Security across an IT/IRM Lifecycle, including 24x7 security operations and compliance with FISMA and Privacy Act.

Trusted Partner Initiatives : Support for regular reviews with mission stakeholders, focusing holistically on their program issues, requirements, and portfolio management.

Qualifications

Demonstrated experience with AGILE methodology-based software development, and the operation
and maintenance of cloud-based systems.

Additional information

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/retention in the position. A Top Secret security clearance is required.

Drug Testing: This position has been identified as a Testing Designated Position under the Customs and Border Protection, Drug-Free Workplace Program. Travel: Occasional travel is required.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education, and you may undergo an interview and reference check. The U.S. Customs and Border Protection Executive Resources Board (ERB) will review results and make recommendations on final selection to the appointing authority. You must meet all qualification requirements and have previously been certified by an Office of Personnel Management (OPM) Qualifications Review Board (QRB) to be considered for this position.
