Summary

The incumbent is a member of the project team responsible for the operational functionality of
Managerial Cost Accounting (MCA) for the entire Network. The incumbent provides support, analysis
and recommendations, to the sites in the areas of cost, utilization, and quality associated with the
delivery of healthcare at the patient level.

Responsibilities

The incumbent is the Managerial Cost Accounting (MCA) Management Analyst aligned under the VISN 5
MCA Coordinator in the VISN 5 Business Office in the Office of the Network Director. The VA Capitol
Health Care Network (VISN 5) is one of eighteen Veterans Integrated Service Networks (VISNs) within
Veterans Health Administration (VHA). VISN 5 was established in October 1995, and serves Veterans
from economically and demographically diverse areas within six states (the entire state of Maryland and
West Virginia, and portions of Virginia, Pennsylvania, Ohio and Kentucky) as well as the District of
Columbia. VISN 5 is a system of eight VA health care facilities located in Beckley, Huntington,
Clarksburg and Martinsburg, West Virginia, Washington, DC; and Maryland. In addition, the Network
also includes a Community Resource and Referral Center (CRRC) in Washington, DC and Baltimore,
Maryland, and 27 Community Based Outpatient Clinics (CBOCs).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/12/2021.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: (1) Knowledge of the MCA systems, Allscripts and GUI software applications in a MS Windows environment and MCA network capabilities including but not limited to Microsoft Office, File Transfer Protocols, Reflections, and VISTA MCA extracts. Knowledge of the MCA processing steps and the ability to train VA management on the use of the MCA system.(2) Knowledge of MCA system's purpose, usage, function, content, scope, technical specifications, and relationships to other systems. Must be able to manipulate, control, interpret, present and disseminate MCA information to top management, service chiefs, physicians, and others to promote improvements in utilization and delivery of care. Ability and skill in determining and analyzing discrepancies in data within the MCA extract, Austin, and VISTA.(3) Knowledge of various applications and tools required to extract and manipulate information from a plethora of sources. This may include VISTA, Proclarity, SQL, ARC, VSSC, as well as all Microsoft applications.(4) Knowledge of and application of DSS identifiers (Stop Codes), which is a required process in the creation of clinics for outpatient workload capture, and is a defined responsibility of the MCA Site team.(5) Skill in establishing and maintaining effective working relations with management, program officials, clinicians, and professional staff on complex or controversial issues, and in promoting or implementing new issues and concepts. (6) Ability to communicate, both orally and in writing, with administrative personnel, line supervisors, clinicians, service chiefs, and upper management.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and is accomplished in an office environment. Some walking and standing may occur in the course of a normal workday.
