Summary

Primary Purpose of Position: To Serve as a Senior Specialist performing all tasks associated with the development, revision, interpretation and applications of policies and directives associated with Personnel Security, Department of Defense Consolidated Adjudications Facility (DoD CAF) Fort Meade, MD.

Responsibilities

As a PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:
  • Conduct research and analysis to identify and plan strategies to address background investigation and adjudication issues.
  • Provide technical advice to the DoD CAF and develops work products to assist DoD CAF employees in their application of policy requirements.
  • Develop execution strategies for the implementation of multiple strategic initiatives to include quality improvements and continuous business process improvements designed to optimize the efficiency and effectiveness of long-term or projected DoD CAF programs and processes.
  • Track individual and collective work status and program deliverables, advises the first line supervisor promptly of long- and short-term operational impacts of proposed policy courses of action, recommends viable solutions to correct problems, and takes action to correct deficiencies.
  • Develop DoD CAF HSPD-12, Suitability, Fitness, Industrial Security and Personnel Security work plans and develops operational guidance solutions for accomplishment of CAF operational mission objectives to include planning for existing and emerging Adjudications, Training, Insider Threat, Quality Programs, and other missions.
  • Lead special projects and initiatives, performs special assignments, and develops work plans with milestones and goals.
  • Evaluate written materials by analyzing facts and verifying veracity through appropriate research; prepares detailed responses to requests for information. Determines appropriate recommendations for unresolved or questionable operational practices and performs follow-up to resolve policy concerns.
  • Prepare and present high-level briefings. Prepares and analyzes reports, responses to queries, justifications, and background papers on the technical aspects of HSPD-12, Suitability, Fitness, Industrial Security and Personnel Security policy and related operations.
  • Serve as an independent technical authority for HSPD-12, Suitability, Fitness, Industrial Security and Personnel Security as well as a long- and short-term project planner for the organization.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: providing advice, guidance, and direction on a wide range of advanced security concepts, principles, and practices in security administration and in applying this knowledge to difficult and complex work assignments; providing briefings to senior management officials on complex/controversial issues; Evaluating reports by analyzing facts and performing appropriate research and preparing detailed responses

Specifically you will be evaluated on the following competencies:

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
