Summary

This is a not bargaining unit position.
This is a drug testing designated position (TDP).

This position is located in the Small Business Administration, Office of the Chief Information Officer in Washington, DC. This position serves as the Director, Business Management Office (BMO) in OCIO as senior technical advisor to the CIO, Deputy CIO and other senior Agency officials on IT policy issues.

  • Matures financial and IT governance capabilities ensuring IT investment alignment with mission and objectives.
  • Leads Capital Planning and Investment Control, and Technology Business Management activities.
  • Leads, directs, supports and/or oversees cross-organizational boards, committees, working groups, teams or other integrated groups.
  • Ensures each level of governance (and associated governance bodies) have the means to obtain the right information to be able to make properly informed decisions.
  • Communicate verbally and in writing with senior executives, program leadership and key stakeholders within the agency and throughout the federal government and industry.

Qualifications

Specialized Experience:

GS-15: One year of specialized experience (equivalent to at least the GS-14 grade level in the Federal service) obtained in either the private or public sector formulating long- and short-range strategic plans; developing, implementing, and maintaining policies, procedures and directives for Information Technology, and software development; providing technical and administrative direction to staff; collaborating with and advising other managers and staff on policies and procedures on information management; AND preparing briefing materials for internal and external purposes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
  • Knowledge and experience in successfully developing, managing, and leading IT budgeting processes, spend plan development and execution, as well as procurement and acquisition activities in a large-scale Office of the Chief Information Officer technology (OCIO) organization.
  • Knowledge and experience in developing, managing, and leading large-scale multi-million-dollar IT acquisitions and procurement efforts supporting agency-wide IT capabilities.
  • Knowledge and experience in IT governance and enterprise IT investment management.
  • Knowledge and experience managing an enterprise IT portfolio.
  • Knowledge of Program Management principles, Capital Planning and Investment Control (CPIC).
