Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Draft, edit, finalize and coordinate the Fair Housing Annual Report (the Report) to Congress; coordinate the data needed for the drafting of the Report with other HUD offices and FHEO offices.

-Develop marketing strategies on how to promote fair housing and how to evaluate the effectiveness of these strategies.

-Act as liaison with the Office of Public Affairs in preparing the Assistant Secretary for interviews with the printed and electronic media.

-Prepare speeches, statements, talking points, and testimonies for the Assistant Secretary and other members of the senior staff.

This position is located in the Office of Fair Housing and Equal Opportunity (FHEO). FHEO's mission is to create equal housing opportunities for all persons living in America by administering laws that prohibit discrimination in housing on the basis of race, color, religion, sex, national origin, age, disability, and familial status.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:
For the GS-13 level: you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Analyzing and reviewing legislation and policies relating to Civil Rights or Fair Housing or Community Development to recommend changes and establish and implement new legislation or policy; AND
- Drafting, editing and finalizing speeches, talking points, press releases, reports, and other related materials regarding Civil Rights, Fair Housing, or Community Development and national outreach initiatives; AND
- Develops informational materials that informs the public of the organization's policies, programs, services, and activities; AND
- Develops and manages marketing and outreach plans for internal and external stakeholders.

Specialized Experience: For the GS-12 level: you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- Analyzing and reviewing legislation and policies relating to Civil Rights or Fair Housing or Community Development to recommend changes; AND
- Drafting speeches, talking points and reports regarding Civil Rights or Fair Housing or Community Development; AND
- Developing informational materials that inform the public of an organization's policies, programs, services, and activities.

Specialized Experience: For the GS-11 level: you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

- Analyzing and reviewing legislation and policies relating to Civil Rights or Fair Housing programs to recommend changes; AND
- Assisting with developing informational materials that inform the public of the organization's policies, programs, services, and activities.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field.

OR

Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

CONDITIONS OF EMPLOYMENT:
