Summary

The National Air and Space Museum (NASM) is a center for research into the history and science of aviation and spaceflight, as well as for planetary science, terrestrial geology and geophysics. The incumbent is responsible for policy, standards, planning and management oversight and coordination of facilities operations, maintenance, sustainability, space planning and logistics at the Museum.

Responsibilities

  • The incumbent identifies the museum's priorities among multiple facility programs, develops resource and schedule requirements, as well as implementation options. The Facilities Liaison recommends courses of action, coordinates and oversees implementation, evaluates the quality and sufficiency of work and requests corrective action where required.
  • Establishes priorities, planning, and resource allocations, oversees and evaluates the design and performance of facility repairs and building maintenance programs in coordination and liaison with the SI OFMR NASM Zone Manager on all matters relating to the maintenance and operation of the National Mall Building, Steven F. Udvar-Hazy Center and the Garber facilities.
  • Develop space planning and relocations requirements for the buildings' non-public spaces. Facilitates the planning and coordinates the logistical execution of staff relocations associated with and post-project, to include facilitating the development and prioritization of NASM logistical requirements.
  • Develops space and facility plans and requirements for the Museum's extensive, multi-material and diverse collections storage facilities in order to support the Museum's collection management program.

Qualifications

Basic Requirements:

Applicant must meet the following basic requirements and specialized experience to be considered for this position:

General Engineer

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background
must be demonstrated by one of the following:
1. Professional registration or licensure.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Architect

1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

A. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.

B. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

AND

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation. Applicants who have the 1 year of appropriate specialized experience, are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

For this position, applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service or equivalent.

For this position, specialized experience is defined as: Performing technical reviews of Architect/Engineer prepared designs, quality assurance and project management on facility projects from planning and programming through construction completion; Providing technical knowledge of architecture, and/or engineering concepts, methods and procedures; Demonstrated ability to lead multiple multidisciplinary project teams responsible for providing management oversight of facilities operations, maintenance, sustainability, space planning and/or logistics.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the average number of hours per week spent in such employment on your online resume.

Note: Your specialized experience must have been in a position(s) equivalent to duties for the occupation at the next lower grade level for the position being filled as defined by applicable Federal standards.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
  • Knowledge of project management principles and techniques in order to develop, review, evaluate and coordinate projects and activities - and - resolving conflicting priorities.
  • Knowledge of a wide range of architecture and engineering principles, theories and methods, design principles and methods, construction principles and techniques and facilities planning functions in order to develop and review requirements, projects plans, specifications and cost estimates from inception to completion for complex building programs.
  • Knowledge of space management concepts in order to best maximize space utilization throughout NASM buildings and experience in coordinating office improvement projects.
  • Knowledge of building, mechanical and HVAC systems in order to ensure that NASM buildings are designed to adequately protect NASM's artifacts and are operating at acceptable levels.

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.
