Summary

This position is located in the Consumer Financial Protection Bureau, Office of the Director. The Executive Secretary takes a lead role in managing relationships with Bureau organizations regarding issues of mutual concern such as cross-divisional policy matters that will be elevated to the Director, Deputy Director or Chief of Staff for consideration and approval.

Responsibilities

As a Executive Secretary, you will:
  • Lead the Executive Secretary Team (Exec Sec), including project development and the execution of projects, policies, and goals. Oversee the daily operation of Exec Sec, including supervising staff and ensuring high quality work performance and adherence to Exec Sec internal processes.
  • Manage the clearance process for publication of external documents, including speeches, web content, testimony before Congress, press releases, and documents for publication in the Federal Register. Provide guidance and review documents for conformance with stated strategic objectives and policies, anticipating and resolving potential problems or inconsistencies.
  • Recommend and implement programs, controls, and systems, such as tracking and recording documents for use by the Director, that require the Director's or Chief of Staff's attention, and for external publication.
  • Manage the correspondence program, including the review and assignment of correspondence. Review draft letters submitted for the Director's and Deputy Director's signature. Assist the Correspondence Specialist to ensure responsiveness, clarity, timeliness, and consistency with the Bureau's policies.
  • Oversee the Bureau's Docket function, including reviewing the work of the Docket Manager, who is responsible for the posting of CFPB documents for official notice in the Federal Register and of comments received in connection with those notices.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the CN-60, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-53 grade level in the Federal service (For qualification purposes, the CN-53 is broadly equivalent to the GS-13). Specialized experience for this position includes:

• Providing leadership, direction, and coordination of the daily operating activities of an organization on behalf of the primary leader to support effective communication channels and decision making on high priority items; AND

• Managing internal and external correspondence on behalf of an organization/agency-head, to include drafting high-level documents (e.g., congressional responses, congressional testimonies, decision memoranda) and other executive level briefings on sensitive policy and operational issues; AND

• Providing senior-level advice and counsel to agency or organizational heads on coordination of policy, program, or operational planning issues involving multiple organizational groups, policy issues, or other disparate component parts to ensure effective decision making; AND

• Developing, implementing, refining, and instituting new or modified policies and procedures to improve effective management of communications channels and policy review procedures for politically sensitive issues at times of organizational change or growth, such as the arrival of new leadership.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
