As a Personnel Support Specialist, you will:

-Establish and maintain automated and hard copy files of position descriptions, evaluation statements, organizational and functional statements and performance plans. Assist specialists in conducting routine classification and staffing audits.

-Perform technical projects in support of recruitment and staffing functions including, but not limited to, the following: prepare and arrange for rating and interview panels; identify and prepare proper documentation for all phases of the recruitment process; prepare, close and file merit promotion and delegated examining unit case files; obtain SF-75 information on selected candidates, including release dates; coordinate pre-interview processing with applicants, including collection of additional information, background and reference checks and verification of information.

-Use automated systems, generate personnel and pay actions, complete necessary forms and assure that each action is correct and properly documented. Apply relevant regulation and policy and verify data for actions. Research questions and problems relating to action processing and resolve or recommend resolution. Maintain employee information in automated and manual systems and use systems to produce regular and special reports for management and to meet external requirements.

-Maintain and use automated payroll system to establish organizational codes and positions. Ensure that actions are fully documented and that they comply with relevant law, regulation and policy. Verify data, identify discrepancies and correct data when necessary. Use automated systems to produce reports and track actions.

-Develop information for and present new employee orientation, advise new employees and answer questions on personnel and pay processing.

-Ensure that performance ratings of records are appropriately documented in electronic systems and that copies are uploaded into employee personnel files; maintain data on performance awards.

-Coordinate and process actions for new employee entry on duty, including completion and processing of tax and pay forms and other requirements.

- Serve as point of contact for employee verifications; requesting and submitting employee records from and to the National Archives and Record Administration; responsible for the distribution of pertinent employee information to supervisors.

- Distribute forms and information, review completed forms for errors or discrepancies and take action to correct errors as assigned.

- Maintain Electronic Official Personnel Folders (E-OPF) records, ensuring that documents are uploaded as needed. Ensure that information is filed in a timely manner and that records comply with law and regulation.

To qualify for the GS-09 grade level, you must possess one (1) year of specialized experience equivalent to the GS-07 grade level. Specialized experience is defined as experience utilizing the National Finance Center (NFC) federal payroll system to research, analyze and retrieve pay information data; correct and validate pay transactions; review and process requests for personnel actions and to resolve errors. OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree.
