Under the direction of the Exceptional Family Member Program (EFMP) Manager, coordinates and performs a wide variety of responsible administrative functions in support of the Exceptional Family Member Program that includes enrollment, assignment and screening. Organizes flow of operational program processes in an office environment. Establishes status of actions on numerous projects and program operations. Provides administrative support to the EFMP Manager and the Marine and Family Programs Branch.

Reviews and interprets directives and regulations. Maintains official files. Advises staff on development and implementation of local administrative directives and procedures. Drafts internal policies, procedures and work methods affecting administrative management operations for the EFMP Manager's review and signature. Ensures compliance by EFMP staff by reviewing and revising studies, reports and correspondence for accuracy and format. Collects, compiles and organizes information and data to meet administrative requirements. Prepares correspondence and drafts instructions. Facilitates methods for automating reports and correspondence. Uses a personal computer to transmit correspondence, create reports, databases, spreadsheets, graphics, slide shows and presentations. Manipulates data to meet presentation and report requirements.

Enforces and trains employees on proper naval correspondence rules and correct grammar, spelling, capitalization and punctuation. Receives telephone calls, visitors, complaints and outside contacts and directs them to appropriate contacts when necessary. Receives and delivers messages to staff members. Arranges and maintains appointment calendars for staff. Routes incoming mail to staff and work sections. Establishes suspense dates to collect responses and submits information as required by requests.

Performs support functions such as gathering statistical data, filling out travel claims for staff, maintaining stock of office supplies, processing requisition requests from researching available vendors, obtaining price quotes, completing the requisition forms and upon approval from EFMP manager, routing it through the proper channels and using spreadsheets to track status, making arrangements and providing logistical support for special events, support groups and workshops, preparing for briefs, presentations and training sessions, monitoring and distributing training notices, position descriptions and individual development plans.

Assists in maintaining and updating a detailed and consolidated portfolio of services for special needs families available at the installation and the local community. Participates in maintaining and developing the library of special needs educational, referral and resource materials. Works in concert with the EFMP team to ensure the program works effectively to support families while maintaining compliance with all legal and regulatory guidance. Ensures that the EFMP Certification binders are updated and meet all MCO standards. Ensures that the SERVQUAL evidence binder is updated in all areas.

Assists in managing the Case Management System (CMS), transferring clients in and out, assigning EFMP Family Case Workers to clients, sending requests to HQMC EFMP for closure of cases, creating EFMP Commander's Reports according to SOP, sending out reminders to service members and archiving hard copy client records, destroying records per MCO standards, creating and maintaining systems to track data and client flow.

Three years experience that demonstrates broad knowledge of related administrative practices and principles. Skill to organize and coordinate multiple high visibility projects simultaneously. Skill to prepare documentation and presentations in proper format in accordance with naval correspondence rules of grammar and punctuation. Skill to operate a personal computer, and associated peripheral equipment and software. Knowledge of a variety of support functions such as: handling sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure, gathering statistical data, maintaining stock of office supplies. Knowledge of the rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Skill to deal with employees at various levels in the organization and to represent the division with customers external to the organization.
