The Office of the Secretary (OS) plays a central role in ensuring the effective processing of Commission business. Office staff, among other things, review for legal & factual sufficiency all SEC documents submitted to and approved by the Commission, schedule Commission meetings and ensure they are conducted in accordance with the Government in the Sunshine Act, maintain records of official Commission actions, & provide public notice of those actions on the website and Federal Register.

If selected, you will report directly to the Deputy Secretary. Currently, the Deputy Secretary oversees the daily activity of the Commission Operations, Federal Register and Disclosure (COFRD) and the Legal Proceedings and Operations Branches. This position will serve as a "Senior Liaison" across the range of functions encompassed by the two branches. If selected, you will oversee a significant new "Quality Assurance and Project Management" workflow across the multiple branches. This position will be a central point of contact for broad duties including, but not limited to: overall quality control of the interconnected OS workflows; FOIA; and support of certain internal OS committee meetings.

Typical Duties Include:

Establish, maintain and oversee the administration of a newly developed Process and Procedures Workflow. Design and implement large, cross-office initiatives and projects. Maintain expertise in high-visibility and high-risk workflows to ensure coverage.

Overall quality assurance of a wide range of work functions, including ensuring integration of various workflows. Specific responsibilities would include docket review; ensure that records are saved on office drives; Conducts quality assurance check of GAO minutes and final minutes review records; and development and oversight of new quality control initiatives (e.g., tracking MOUs and other key documents initiated by Commission action and then tracked to ensure receipt of the signed copy).

Develops expertise in the use of the organization's systems, and how to use them to effectively and efficiently gather data to respond to ad hoc requests from senior management, the Chairman's office, and senior staff from other Divisions. Prepares clear and concise reports in response to requests for information from senior management, and other senior staff within the agency.

Primary administrator of dashboard of various workflows. Handle Advisory Committee and other non-Commission meetings (court reporter and webcasting request).

Monitors incoming FOIA requests and responds to requests, or assigns for processing.

Maintains prompt outward facing communications with relevant stakeholders to assess and implement office-wide initiatives.

Communicates highly complex and sensitive information, frequently and professionally, to provide information and respond to inquiries from senior staff, both inside and outside of the agency.

Lead the annual Management Assurance certification process by serving as the main contact with Office of the Chief Operating Officer and coordinating with all branches within OS to ensure adequate control protocols are in place and documented to mitigate risks.

Time-in-grade for this announcement is one year at the GS/SK-12 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level which includes all of the following: 1) Researching and analyzing established administrative issues and information from a variety of legal sources; 2) Serving as liaison with individuals and groups providing guidance both inside and outside an organization regarding administrative and/or program matters; 3) Managing case management or electronic data management information systems; AND 4) Writing or substantive editing of narrative material including summaries of legal proceedings, meeting minutes, or substantive documents; using computer software to prepare documents.
