Summary

The Office of Financial Management (OFM) formulates and prescribes Department-wide financial management, accounting, fiscal policies, procedures, and controls, as well as provides assistance to Department components in its implementation. OFM ensures the compliance with all laws, regulations, standards, and guidelines regarding these components. OFM provides quality financial information, services, and systems to meet related needs of Commerce's program managers and administrators.

Responsibilities

The incumbent of this position serves as the Director for Financial Reporting, Policy, Internal Controls and Travel is located in the Office of Financial Management and is responsible for the Department's financial reporting; planning, implementing, and managing the Department's financial management improvement and financial assessment programs. The incumbent also:
  • Provides executive oversight for coordination and technical review of financial management reporting, internal control programs, and travel management policy at the Department level. Supports the Director, Financial Management and Deputy CFO in reviewing, evaluating, and approving financial reporting systems and controls to ensure the effectiveness, soundness and efficiency of Departmental financial programs. Supports the Director, Financial Management and Deputy CFO in developing and implementing policies related to general travel management in accordance with the Federal Travel Regulation, Employee Relocation Service Program, Smart Pay Program, and eGov Travel Program; managing and providing oversight of passport and VISA applications.
  • Directly responsible for providing the Department's consolidated financial statements and portions of the annual accountability report. Ensures the Department's external financial reports are accurate and timely.
  • Oversees annual financial audit, monitors the resolution of audit findings, and manages the Department's assessment of A-123 internal controls over financial reporting.
  • Serves as principal advisor to the Director, Financial Management and Deputy CFO and CFO and Assistant Secretary for Administration on all financial reporting and internal control programs for the Department.
  • Represents the Director, Financial Management and Deputy CFO in contributing to the Department's strategic management in terms of formulating policy, long-range objectives and internal Administration.
  • Advises the Director, Financial Management and Deputy CFO and the CFO and Assistant Secretary for Administration on all activities, legislative and otherwise, that affect financial reporting and internal controls policy and procedures of the Department. Participates in Department planning sessions in which policy program direction, feasibility or program changes, and development of new or expanded program activities are considered.
  • Coordinates with the Government Accountability Office, Office of Management and Budget, the Department of Treasury, the General Services Administration, the Office of the
  • Inspector General, independent financial statement auditors, and others as required on assigned responsibilities. Represents the Department in interagency or private-sector committees, working groups, etc. on financial reporting and internal control matters.
  • Assigns, directs, and reviews the work of subordinate employees, evaluates performance; plans and carries out training of employees; recommends selections, promotions, awards, disciplinary actions, and separations; plans and coordinates work operations, and assures positive EEO efforts are made in the organization.
  • The incumbent will be the travel policy and planning authority and expert advisor for the Department. In addition, the incumbent will be responsible developing, recommending, and implementing policies related to general travel management in accordance with the Federal Travel Regulation, Employee Relocation Service Program, Smart Pay Program, and eGov Travel Program; managing and providing oversight of passport and VISA applications, and the relocation and shipment of household goods; conducting studies and developing improvements to the travel and administrative management processes; and providing advice, guidance, instructions, and training on all aspects of travel, developing training materials, and delivering presentations.

Qualifications

The following are the five Executive Core Qualifications and their fundamental competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

PTQ 1 -Knowledge and experience in accounting, financial management and reporting, financial management systems, budgeting concepts, and travel policy.

PTQ 2 -Knowledge of internal control concepts including developing and implementing a Department- wide strategy to document, test, and evaluate internal controls; and developing and implementing corrective actions for internal control deficiencies.

PTQ 3 -Ability to oversee and carry out detailed financial management activities of centralized and decentralized financial management programs including providing effective financial management advice and assistance to senior management officials.

Additional information

Background Investigation: This position is designated as critical-sensitive and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
