This position is in the AO Human Resources Office (AOHR); the incumbent works with AO managers and employees on comprehensive human resources needs, staffing and recruitment, position management, classification standards, processing personnel actions, entering and updating human resources systems, coordinating and attending career fairs, and reaching out to and working with diverse sources to attract applicants at the local and national level.

Responsibilities

The AO Human Resources Office (AOHR) carries out the agency's HR management and pay authorities.

Responsibilities include, but are not limited to:
  • Assisting AOHR management with major diversity and recruitment efforts by coordinating and attending job fairs, and working with various universities, colleges, and other sources to attract and hire for all levels of positions, including hard to fill positions;
  • Working with Special Recruitment Staff leadership to build partnerships with diverse organizations to include but not limited to Historically Black Colleges and Universities, minority and small business owners, workforce development organizations, Just the Beginning Foundation, and other agencies that assist underrepresented groups in seeking federal career opportunities.
  • Managing and coordinating diverse recruitment opportunities with 75 multicultural diverse/professional organizations who have job boards that represent underrepresented groups by providing AO recruitment information to these organizations; representing the AO at various career fairs and events to educate and familiarize the public on the AO administrative and professional job competencies.
  • Managing the Cooperative Education Student Program by preparing announcements, assessing applications, and responding to inquiries from students and the general public about AO employment opportunities and how to apply.
  • Working with AO managers on recruiting and hiring via the AO's Virtual Volunteer Student Intern Program, which provides assistance and on-the-job training to students in a virtual environment.
  • Preparing job opportunity announcements and assessing applications in USA Staffing;
  • Preparing and issuing selection certificates, drafting and issuing notifications to applicants, and managing job opportunity cases from beginning to closure;
  • Developing, reviewing, and working with managers to write position descriptions for administrative, professional, and AOES-level positions in accordance with AO Classification Policy;
  • Responding to inquiries from applicants, managers, and employees about HR staffing and recruitment policies and procedures, calculating and setting new employee pay, and making job offers in accordance with AO guidelines;
  • Preparing and providing new employee confirmation memorandums, preparing new employee folders for processing by ensuring that all pay, benefits, and other documents are complete and on time to meet payroll cutoff;
  • Assessing, preparing, and providing new employee packets to the Employee Suitability Program Manager;
  • Reviewing and processing personnel action such as appointments, promotions, separations, leave without pay, return to duty, step increases, and various other payroll and personnel actions;
  • Managing program area files and timelines to ensure that HR actions are monitored, entered into the appropriate tracking sheets, and that personnel actions are moved in a timely manner;
  • Working with Special Recruitment Staff leadership to update and prepare standard operating procedures and maintain applicant databases for assisting managers with special recruitment for temporary and/or special work projects; and
  • Assisting other AOHR teams with HR work during staff transition and peak work/time periods.

  • All new AO employees will be required to complete a FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Managing routine to complex human resources matters in federal recruitment and staffing; and
  • Using an automated staffing system to create vacancy announcements, to perform qualifications review of applicants, and to issue certificates of eligibles.
