Summary

This position is located in Voice of America's Director's Office, and reports to the Personal Services Contractor (PSC) Project Manager, and has a key role in supporting VOA's (Voice of America) Personal Services Contractor (PSC) program.

Responsibilities

Duties include, but are not limited to:
  • Coordinate and participate in contracting for the use of Personal Services Contractors (PSCs) across VOA.
  • Conduct workflow analysis and develop best practices for VOA's contract staff program.
  • Configure and manage human capital management (HCM), benefits, and payroll systems.
  • Conduct budget analysis, produce cost projections, and assess staffing resources.
  • Participate in high-level Agency strategy and planning.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 or comparable pay band in the Federal service or equivalent experience in the private sector.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

1. Demonstrated experience in project management, especially with large-scale staffing and/or financial components
2. Research regarding contracting, human resources, and federal business practices.
3. Use of Excel and business intelligence software to perform complex financial and organizational analysis.
4. Communicating complex policies and procedures to both top-level leadership and also
