Serves as the Regional Financial Management Specialist for the Morale, Welfare and Recreation Fund (IMWRF). Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities throughout the Region. Plans, formulates and prepares operating budgets for NAF activities consolidating data for submission to higher headquarters. Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data as requested for correct submission and execution. Develops procedures for safeguarding cash and fixed assets. Prepares monthly financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections. Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives. Coordinates manpower and staffing issues with the NAF Personnel Office. Certifies the availability of NAF funds.

May supervise subordinate staff. Performs the full range of supervisory responsibilities and supports the Equal Employment Opportunity Program.

Work experience directly related to the duties described above. Demonstrated ability to perform the duties described above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP).

Highly Preferred Criteria: Applicants that possess the following:
1. Applicants must have a minimum of five years' experience that demonstrates the ability to apply financial accounting principles, methods and techniques of fiscal management, with a strong background in budget preparation, payroll management, internal controls and financial systems reporting.
2. Possess experience coordinating manpower and staffing issues with NAF personnel office and epay systems.
3. Applicants must have experience analyzing monthly financial reports to include budget variance, CPMC execution and cash flow projections.
4. Possess financial management experience necessary to execute an effective acquisition and financial management plan to include demonstrated ability to determine resource needs and allocation of resources for both appropriate funds (APF) and non-appropriated funds (NAF) budgets and analysis of financial data.
