Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Conduct special analyses, reports, surveys, inquiries, and evaluations regarding administrative matters.
  • Prepare oral and written reports and presentations that present clearly, concisely and effectively, analytical results of evaluations and studies performed regarding administrative matters, provides staff support for formal presentations.
  • Evaluate opportunities for improvements in management systems; presents advice and recommendations for review and implementation.
  • Make significant recommendations for improved work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering administrative services, guidelines and procedures
  • Provide administrative and management advice and assistance to managers, supervisors and employees on matters pertaining to human resources, travel, training, time and attendance, equipment, supplies, office space, telecommunications, general logistics support and the government Purchase Card program.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent, which is directly related to the position and has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

- Experience providing administrative and management support to managers, supervisors and employees on all matters pertaining to human resources (e.g. travel processing, training requests, time and attendance, purchasing of equipment and supplies, office space, telecommunications, general logistics support, the government Purchase Card program, and preparation of weekly reports); AND
- Experience creating internal and external correspondence and reports utilizing Microsoft Office tools, graphics software or other web-based technology skills on behalf of an organization/agency-head, to include editing for correct grammar, spelling, punctuation, capitalization, and format; AND
- Experience providing assistance to a senior principal in managing his/her calendar, including as well as setting appointments, coordinating a variety of complex executive meetings (e.g. planning and coordinating meetings, preparation, compilation, and distribution of materials to meeting/conference attendees; making logistical arrangements, preparing meeting agenda, drafting summaries of meetings, identifying follow-up activities, and tracking them through completion).

Specialized experience for the GS-11 is defined as one year of experience at the GS-09 level, or equivalent, which is directly related to the position and has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

- Experience performing various tasks such as preparing and processing travel orders, justifications, and vouchers, timekeeping, training requests, mail filing, organization of electronic files, meeting arrangements, routing outside requests, and preparation of weekly reports; AND
- Experience utilizing Microsoft Office tools, graphics software or other web-based technology skills to support office functions and preparation of spreadsheets, charts and graphs and other presentations.

OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-11, you must have been at the GS-09 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
