Summary

The primary purpose of this position is the incumbent serves in the Office of the General Counsel Operational Law Division at the Army National Guard Readiness Center. Receives administrative direction and oversight from the General Counsel while serving as an expert in intelligence oversight law and policy.

Responsibilities

  • Provides legal advice concerning intelligence oversight requirements. Evaluates complex factual issues related to every aspect of intelligence operations and training for legal sufficiency to support the organization's mission.
  • Senior Advisor on Defense Support to Civil Authorities. Counsels clients, including senior NGB leaders, on complex legal issues and provide innovative and highly effective guidance on possible courses of action.
  • Expertly prepare complex, high profile, and persuasive legal documents on complex legal issues for a variety of internal and external recipients.
  • Performs legal research and analysis. Investigates facts, researches legal precedents, and marshal?s evidence involved in the extremely complex matters of national security law and domestic law and policies.

  • Work may require frequent travel away from the normal duty station on military and commercial aircraft (approximately 15%)
  • Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter
  • Must either be currently in good standing (certified) with a State Bar or able to obtain certification
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Must be a graduate of an ABA-accredited law school


Qualifications

GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Note: You must submit a copy of your transcripts.
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
In addition to meeting the Basic Requirement, applicants must meet the Specialized Experience requirements:

SPECIALIZED EXPERIENCE : Applicant must possess professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, such as: Expert knowledge of General and state laws, regulations, policies, and principles pertaining to international and operational law. Expert professional knowledge and skill as an agency counsel advising on Special Access programs. Provides legal advice concerning intelligence oversight requirements. Knowledge of Federal and state laws, regulations, policies, and principles pertaining to national security law, environmental law, real and personal property law, fiscal law, contract law, personnel law, and administrative law as they relate to the responsibilities of the Agency. Expertly prepare complex, high profile, and persuasive legal documents on complex legal issues for a variety of internal and external recipients.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Expert knowledge of General and state laws, regulations, policies, and principles pertaining to international and operational law. This specialized knowledge must include the following: EO 12333, Title 32 US Code, Title 10 US Code, the National Security Act. This specialized knowledge must include knowledge of DOD and both Air Force and Army procedures, regulations, and policies.
  • Expert professional knowledge and skill as an agency counsel advising on Special Access programs.
  • Expert professional knowledge of the relationship between the National Guard of the 54 states and territories, the National Guard Bureau, the Department of Defense, the Department of the Air Force, the Department of the Army, the Office of Management and Budget, and Congress.
  • Highly skilled in effective written and oral communication, to include use of modern legal research resources, including Lexis/Nexis and Westlaw.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
