Summary

The incumbent serves as a Human Resources Specialist (Position Manager) and performs analysis, staffing advisory, and consultant support to accomplish position management actions as well as recruitment and staffing. The incumbent provides Leadership and Management advice on effective and economical management of manpower resources, develops plans and recommendations to correct deficiencies, and establishes and modifies processes to meet organizational goals, objectives and changing needs.

Responsibilities

Specific duties include:
  • Responsible for recruitment, staffing/placement and pay administration of Title 5 positions in VBA.
  • Analyzes policy, regulations, and/or standards covering a wide variety of HR program areas and their interrelation with one another
  • The incumbent reviews personnel actions prior to release to ensure compliance with the Office of Personnel Management (OPM) and agency regulations. Consult with supervisors, HR Specialists, HR Assistant and HR Liaisons to ensure proper supporting documents are provided based on the personnel action. Oversees personnel actions for assigned customers to ensure timely receipt, notification and required disposition is taken. Develops reporting procedures, sampling techniques, and measurements at various points in personnel processing and HR information systems to identify problem areas or inherent weaknesses in work processes, procedures, and information systems.
  • Performs program oversight of personnel action processing for a large, multi- functional organization with subordinate HR offices. The incumbent reviews personnel action prior to release to ensure compliance with the Office of Personnel Management (OPM) and agency regulations.
  • Consult with supervisors, HR Specialists, HR Assistant and HR Liaisons to ensure proper supporting documents are provided based on the personnel action.
  • Oversees personnel actions for assigned customers to ensure timely receipt, notification and required disposition is taken.
  • Develops reporting procedures, sampling techniques, and measurements at various points in personnel processing and HR information systems to identify problem areas or inherent weaknesses in work processes, procedures, and information systems
  • Applies knowledge of HR laws and management programs, requirements of HR functional specialties, and overall HR management practices to manage workload, process corrections and address training needs.
  • Conducts reviews of Electronic Official Personnel Folders (e-OPF); processes e-OPF transfers, and transfer requests (VA 3918 Form) to ensure personnel records are established and maintained in accordance with the regulations outlined in the Guide to Personnel Recordkeeping.
  • Review random sampling of e-OPFs on a monthly basis for the facility to ensure accuracy, completeness, and compliance of documents. Incumbent researches and interprets regulations, standards, or other guides for assistance with the recruitment and hiring process.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/09/2021.

TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. This may also require you to submit more than one SF-50 to support your eligibility. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
  • Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level or higher in the normal line of progression for the occupation in the organization. Specialized experience is defined as providing authoritative Title 5 Federal civilian technical guidance on a variety of complex and controversial recruitment, staffing, pay setting, and associated personnel actions. Experience must include processing a wide variety of personnel actions in an automated system such as HR Smart and recruiting from cradle to grave in an automated staffing system such as USA Staffing.

Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements : The work normally involves mental rather than physical exertion, often working under strict deadlines or under stressful situations.
