The Federal Energy Regulatory Commission's role is to oversee various aspects of the energy industry, including transmission of electricity, natural gas and oil. We also analyze proposals to build liquefied natural gas terminals and interstate natural gas pipelines and license hydropower projects. This position is located in the Employee Acquisition and Operations Team, Human Resources Division, within the Chief Human Capital Office. The Human Resources Division manages and administers the Commission's Human Resources Program. HR provides services to managers and employees by: recruiting, hiring, developing, evaluating, and retaining employees; administering all aspects of the agency's human resources functions; building leadership capability; managing change; and ensuring the application of merit principles.

Major Duties for the Human Resources Specialist:

Announces vacancies under the merit promotion program, through direct hire, or delegated examining authority; prepares certificates of eligible candidates and ensures that all placement actions meet regulatory requirements; extends job offers and coordinates with a variety of personnel to ensure pre-employment requirements are met in a timely manner; applies pay setting rules/regulations against various pay plan regulations;

Administers and maintains a staffing and placement program for assigned organizations consisting of clerical, administrative, technical, and professional positions within the General Schedule.

Troubleshoots and resolves problems associated with recruitment and placement services for servicing organizations.

Defines issues, determines applicable precedents, laws, or regulations, and identifies the most effective approaches and techniques to resolve issues.

Specialized Experience is defined as: Experience filling a variety of General Schedule positions which includes knowledge of job analyses, creating vacancy announcements and applying knowledge of Federal staffing and placement principles, policies and guidelines. Additionally, providing consultation and advisory services to managers regarding Human resource practices and regulations.
