Summary

As a Program Analyst, the incumbent performs a wide range of in-depth and complex analysis and evaluation as well as serves as an advisor to management on the assigned program areas impacting the effectiveness of FEDSIM operations, activities, and/or functions.

Responsibilities

Duties included but not limited to:
  • Applies a wide range of qualitative and quantitative methods to assess and improve the effectiveness and management of assigned programs, processes, projects, and systems.
  • Monitors and reports on program financial performance compared to established financial plans. Gathers and conducts analysis on historical trends, current data, and program information in order to explain the factors for current performance and to formulate financial projections.
  • Supports the organization's annual budget formulation process, which includes forecasting the impact on the performance of the business and formulating the organization's budget request for the coming fiscal year. Conducts budget formulation/execution, income/expense analysis, financial management and reporting, and revenue/business volume projections.
  • Provides narrative explanations and/or financial briefings to program management for use in evaluating program effectiveness and provides technical data to make sound business decisions.

    • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
    • Serve a one year probationary period, if required.
    • Undergo and pass a background investigation (Tier 4 investigation level). You must be granted this clearance before you can start the job.
    • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

    The GS-11 salary range starts at $72750.00 per year.

    To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service.

    Specialized experience is experience applying analytical and evaluative methods and techniques to processes, programs, or projects concerning the efficiency and effectiveness of financial and/or program operations. This must include:
    • Reviewing and collecting information from a variety of sources;
    • Performing general financial analysis, analyzing qualitative and quantitative data, and using databases to research and/or extract financial and programmatic information;
    • Identifying opportunity areas and analyzing findings to make recommendations;
    • Explaining requirements and/or implementing program initiatives; and
    • Preparing and/or delivering presentations to higher level management to facilitate understanding and acceptance of findings and recommendations on program issues.

    OR

    Ph.D. or equivalent doctoral degree , OR 3 full years of progressively higher level graduate education leading to such a degree, OR LM., if related.

    The GS-12 salary range starts at $87198.00 per year.

    To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

    • Conducting budget formulation/execution, forecasting, and financial management and reporting;
    • Monitoring and reporting on program financial performance compared to established financial plans.
    • Gathering and conducting analysis on historical trends, current data, and program information to assist in formulating financial projections;
    • Collecting, interpreting, and analyzing qualitative and quantitative data relevant to programs and functions being evaluated; and
    • Preparing and/or conducting briefings for higher level management, providing recommendations or action plans, and providing guidance and/or direction for implementation.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

    1. Knowledge of qualitative and quantitative techniques required to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals. Skill in identifying problem areas, conducting research, selecting and evaluating technical data and making decisions or recommendations for action based on consideration of all aspects of a problem.

    2. Knowledge of strategic planning methods as they relate to organizational missions and functions. Knowledge of analytical procedures and reporting requirements to gather financial information, analyze data, and prepare comprehensive report(s) including findings.

    3. Basic knowledge of, and understanding of GSA and federal budget laws, processes, policies, procedures, and regulations to assure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives. Skill in providing management officials with objectively based information/data to make informed business decisions on the administrative and programmatic aspects of organizational operations, activities, and functions.

    4. Skill in verbal communications to explain a variety of issues, concerns, matters, and to present findings and/or conduct formal and informal meetings in a professional manner.
