Responsibilities

This position is located in the Acquisition Management Division (AMD), Bureau of Safety and Environmental Enforcement (BSEE). The AMD is responsible for delivering a high level of customer satisfaction by providing a full spectrum of acquisition services for BSEE and the Bureau of Ocean Energy Management (BOEM). The AMD purchases a wide variety of supplies and services including Information Technology, Environmental Studies, Construction, and many other commodities necessary to carry out the organizations' missions.

The incumbent serves as a lead contract specialist and senior contracting officer authorized to solicit contractual proposals and negotiate, award, execute, administer, and terminate government contracts on behalf of the U.S. Government. In this position, the incumbent serves as a project leader and advisor for tasks generally related to acquisitions of unique, complex and high dollar services for commodities required by BSEE and BOEM. Serves as a contact point for clients on contractual issues and procurement strategies.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

1. Coaches and directs a team of professionals consisting of senior and mid-level contract specialists.
2. Identifies, distributes and balances work1oad and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.
3. Serves as advisor to Branch Chief on acquisition of highly complex equipment, supplies and services which have significant impact on this Agency's and other agencies' missions and processes.
4. Serves as the focal point for formal source selection procedures. Responsible for making source selection decisions and briefing senior officials (Directors to Assistant Secretaries) within this Department and other Agencies.
5. Serves as lead negotiator and/or team leader during complex contractual negotiations.

The Bureau of Safety & Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications

Minimum Qualification Requirements:

All applicants must meet the following requirements to qualify for this position: (1) Basic Requirements and (2) Specialized Experience for the series/grade to which you are applying.

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions (listed below), including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions : Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

Mandatory Training

The Department of the Interior mandatory training requirements for the GS-13 grade level are based on the Federal Acquisition Certification in Contracting (FAC-C) Program training curriculum. You are required to have completed all training courses as listed below or have been issued a current Level II or III FAC-C or a current Level 2 or 3 Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting.

Specialized Experience Requirements
To qualify at the GS-14 grade level, you must have at least one FULL year specialized experience at or equivalent to at least the GS-13 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Providing authoritative contract advisory services to management and performing cradle to grave acquisitions and support including source selection, pre and post award conferences, administration, and termination/closeout.
Certification: You must hold a current Level III FAC-C or a Level 3 DAWIA or be eligible for a Level III FAC-C. The certification is required in order to be appointed as a Contracting Officer with Level III signatory authority to sign awards, modifications, terminations, and other actions within the prescribed limits of his/her delegation. To be qualified, the incumbent must have maintained his/her certification by completing the required 80 continuous learning points (CLPs) of skills currency every two years, beginning with the date of their certification.
