DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Responsibilities

This position is located in the Office of the Secretary, Assistant Secretary - Policy, Management and Budget, Deputy Assistant Secretary - Budget, Finance, Grants and Acquisition, Office of Acquisition and Property Management, Washington, DC. The Office of Acquisition and Property Management (PAM) is responsible for all policy aspects of Department of Interior (DOI)-wide functions related to acquisition); real and personal property including museum property; space management; energy efficiency, water conservation, and renewable energy programs; motor vehicle fleet management; facilities management; capital asset planning and related systems.

At the full performance level (GS-13) the major duties of this position include but are not limited to the following:

1) The incumbent serves as a General Engineer in the broad areas of asset management including but not limited to capital asset planning, facilities and space management, transportation, energy programs, housing, and facility investment policy.
2) Supports the DOI Construction Capital Planning and Investment Control (CPIC) process for major investments. Evaluates project business cases, engineering cost estimates, life-cycle costs, and risk to construction and maintenance capital projects. Makes recommendations for improvements to the DOI CPIC and overall engineering and facility programs.
3) Reviews bureau project submissions for incorporation into the DOI multi-year plans. Coordinates with bureau asset managers to ensure project descriptions, justifications, and classifications are accurate and current.
4) The incumbent helps guide Department-wide Real Property Portfolio Management (PFM) that includes integration and analysis of requirements, projects, opportunities, or programs based on real property program objectives. Coordinates with the DOI asset management communities to develop, manage, and maintain real property program objectives, targets, and action plans. Monitors bureau progress and recommends alternative strategies and areas of improvement to meet established goals.
5) Performs required analysis to determine DOI program investment needs and priorities to accomplish stated asset management program goals. Ensures timely coordination of proposed policy changes to DOI bureaus and affected stakeholders. The incumbent evaluates real property and asset management data and works with stakeholders to present data trends and anomalies for information and action.
6) Coordinates inter-bureau teams or participates in collaboration efforts affecting major Departmental or bureau organizations, functions and systems. Identifies objectives, deadlines, and needed resources based on scope and the purpose of the asset management initiative.

Salary Range Information:
GS-13: $103,690- $134,798 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Remote work is not available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements :
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:


General Engineer:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

(2) Specialized Experience:

GS-13
To qualify at the GS-13 grade level, you must have at least one FULL year of specialized experience equivalent to at least the GS-12 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Must meet all. Specialized experience is defined as experience:

1. supporting engineering and/or facilities management programs responsible for a diverse portfolio of real property assets in areas such as capital asset planning, design and construction, energy conservation programs, and facility investment methodologies; and
2. conducting detailed analyses of real property asset inventories, requirements, and programs of work, formulating portfolio level feasibility or lifecycle assessments, identifying problems, recommending solutions, and participating in complex studies; and
3. developing, executing and evaluating real property asset management data reports; briefing those results to senior management; and providing recommended solutions.
